Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Oxford Instrument X-Ray Technology, Inc., Instrument The reference number NHLBI-PB-(HL)-2010-169-DDC. A tabletop micro-focus x-ray source, with the following specifications; Tube voltagefocal spot size (um)tube current (mA) 30 to 80 kV13 - 210.111 – 2.0 The sole source determination is based on the fact that the Laboratory of Laboratory of Cardiac Energetics has a mission for the Imaging Physics Section to develop non-invasive imaging technologies for the benefit of biomedical applications. A current focus of the laboratory’s program is phase-contrast x-ray imaging. This is a new class of x-ray imaging techniques that holds the promise of substantially enriching the information content in radiography and CT. After our first experience with small animal imaging, we are building a new imaging system with a 5 – 10 fold increase in the phase-contrast, and the requirement for the source of the system is that it has a small enough focal spot size to attain the necessary spatial coherence, and it has sufficient tube current at 50 kVp to keep the exposure time to within a minute. As part of the research project to develop phase-contrast x-ray imaging technology for biomedical applications, the Government needs a micro-focus x-ray source with the following specifications: maximum tube current at 50 kVp >= 1.0 mA, focal spot size at this operating condition < = 20 microns. Oxford XTG met both requirements. Therefore, it is in the Government best interest to procure this system to complete the project. The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), 10 Center Drive, Building 10 Room B1D416 Bethesda, Maryland 20892. The notice of intent is not a request for competitive proposals. Only one responsible source and no other supplies or services will satisfy agency requirements. Industry Classification (NAICS) Code is 334411, Analytical Laboratory Instrument Manufacturing with size standard of 750 employees; this is not a small business set-aside. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001).and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-41 (May 13, 2010). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by June 25, 2010, 7:30am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
