- The Aviation Integration Directorate (AID) of the US Army Aviation and Missile Command (AMCOM) proposes to procure for the Special Operations Mission Planning Office (SOMPO), technical and programmatic requirements for the next generation 3D Mapping Engine, an Integrated Software Suite of Mission Planning and Execution Tools for time critical command and control of globally distributed Special Operations Forces (SOF). The SOF requires software tools that support rapid and accurate mission planning across ground, aviation, and maritime operational domains. Current 3D mapping software applications require significant lead time (24 hours to weeks), and technical expertise to stand-up or update a particular 3D database. Current database can require a myriad of data sources (e.g. NGA, Google Earth, Microsoft Mapping products, etc.) in order to provide an accurate spatial representation of an area of interest. The 3D databases are unique in the data can be ingested for updates or adding disconnected data for individual assets that may be time sensitive. As SOF continues to prosecute more Time Sensitive Targets, available time and resources, such as bandwidth, for creating an accurate 3D visual picture diminish. Therefore, inputting data at the SOF end-user level must be enabled in a simple one-touch fashion. The Contractor shall provide software, software licenses and software services to establish, develop, and support the Special Operations Mission Planning Environment (SOMPE) 3-Dimension (3D) Mapping Engine. Market research has indicated that one manufacturer can meet this requirement. As the previous developer this will be a sole source procurement to Geoweb3D Inc., 3829 Brady Hill Road, Binghamton, NY 13903-6324, Cage Code 5C4T9. The authority to use other than full and open competition is FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. One single commercial Indefinite Delivery Indefinite Quantity (IDIQ) contract, plus ordering period of four years is anticipated. As specified by separate task order(s), the Contractor shall provide software development services to enhance the overall functionality and usability. This procurement will be solicited, evaluated, and awarded using FAR Part 12 and 15 procedures. Not sooner than 15 days following this publication in FedBizOps, the Request for Proposal (RFP) W91215-10-R-0011 will be issued. The anticipated date of availability of the solicitation is July 13, 2010. The North American Industry Classification System (NAICS) code applicable to this procurement is 541512. Awardee will be required to receive and or generate classified information in performing many of the task orders under this contract. Accordingly, the offeror will be required to provide evidence that they possess at least a current SECRET facility clearance and storage capability (including computer facilities) or have the ability to obtain one by time of award. Review of a sample task order proposal will be utilized in the evaluation. The offeror shall submit the Past Performance information two weeks after the solicitation issue date.
