Description
Title: The Transportation Security Administration (TSA) is seeking sources for a Secure Flight Administrative Software Tool. Announcement: THIS IS A REQUEST FOR INFORMATION (RFI) FOR COMMERCIAL SERVICES PREPARED IN ACCORDANCE WITH THE FEDERAL ACQUISITION REGULATION (FAR). This RFI is in accordance with FAR Part 10, Market Research. This part prescribes policies and procedures for conducting market research to arrive at the most suitable approach to acquiring, distributing, and supporting supplies and services. Interested parties are required to register with the Central Contractor Registration (CCR) prior to submitting a capability statement; instructions are provided later in this document. Companies that have the capability to or currently perform the services outlined below are encouraged to submit the requested information to Renee Grace at Renee.Grace@dhs.gov. North American Industry Classification System (NAICS): The Government has not yet determined the exact NAICS code for this requirement. The NAICS code that are believed to apply to this requirement is as follows; 541512 "Computer Systems Design Services". Vendors submitting capability statements must have the above NAICS code and have demonstrated experience in successfully performing services of similar size and scope to this requirement. The Government reserves the right to change the NAICS code at the time of solicitation. Description: The Transportation Security Administration (TSA) is seeking sources for a Secure Flight Administrative Software Tool that is currently available in the marketplace. This is a Sources Sought Notice only and vendors will not be compensated for the information provided. No solicitation will be issued at this time. Due to the recent growth of the Secure Flight (SF) program as well as other Transportation Threat Assessment & Credentialing (TTAC) programs at the Annapolis Junction facility, the Secure Flight Administration team has a need for software to help manage the onboarding and offboarding of government and contractor staff, asset management of GFE equipment such as phones and computers, and manage the facility management issues of seating and space planning. In light of these needs, the Secure Flight program has a requirement to procure COTS administrative software and have that software installed and configured for the SF program. The contractor shall provide training for Secure Flight staff in its use after installation. Administrative Software Requirements include but are not limited to: • Seating Management • Asset Management • Personnel Management • Software Accessibility • Reporting Functionality Installation, Configuration, and Training Services The Government has a requirement for the contractor to provide services that will enable in installation and configuration of the software on an existing TSA network. Capability Statement: Interested parties of any size, can submit a capability statement that details their corporate capabilities and experience in performing similar tasks as outlined above. Within this capability statement, vendors must detail relevant, recent experience. In addition to the above, interested parties are required to provide, at a minimum, the following information within the capability statement: Company Name DUNS number NAICS codes Business Size per code Address Point of Contact (Name, Email, Phone number) Instructions: Interested companies shall provide a capability statement of no more than 5 pages to Renee.Grace@dhs.gov. Submission of a capability statement is due no later than 6/28/2010/2010, 5:00 pm EST. Multiple attachments or exhibits will not be opened or considered. Summary: Capability Submission - 5 pages Additional Information: The Central Contractor Registration (CCR) database is a part of the Business Partner Network, an E-gov initiative, and will be used to validate vendor identity. Effective October 1, 2003, all government contractors must be registered in CCR prior to receiving an award. You may access CCR at the following URL: www.ccr.gov. At a minimum all vendors must supply the following information in your capability statement: Your Company's CCR DUNS Number, your Telephone Number, your E-Mail Address and your business size. Also beginning January 1, 2005, as required by the Federal Acquisition Regulations (FAR) all vendors will be required by to use the Online Representations and Certifications Applications (ORCA) in federal solicitations as a part of the proposal submission process. ORCA is a web-based system that centralizes and standardizes the collection, storage and viewing of many of the FAR required representations and certifications previously found in solicitations. With ORCA, you now have the ability to enter and maintain your representation and certification information, at your convenience, via the Internet at http://orca.bpn.gov. Companies responding to this Sources Sought Notification are responsible for all expenses associated with responding to this Notification. (Note: TSA will not pay any costs associated with this effort). The TSA is not seeking or accepting unsolicited proposals. Since this Sources Sought Notification is for information and planning purposes, no evaluation letters or results will be issued to respondents.
