Description
The Olympic National Forest, Washington, intends to acquire by contract design and construction of a stream crossing structure and road realignment on FSR 2900 at M.P. 19.3. The Forest Service has three alternative approaches to the design of the stream crossing structure and road realignment. One alternative is a bridge. Offerors may submit proposals for any or all of the alternative approaches. A flood event removed the roadway and culvert at the project site. Contractor shall partially excavate the debris on the site before SEPT. 30, 2010, to facilitate completion of the design before the start of the 2011 construction season. Final design calculations and design modifications drawings shall be stamped by a licensed professional engineer The culvert replacement at M.P. 17.6 requires removal of a 24 inch diameter culvert and replacement with a 48 inch diameter culvert. The government will provide preliminary design drawings with the solicitation. This project is located on the Olympic National Forest, Pacific Ranger District, Section 1, T 28 N, R 11 W, and Section 31, T 29 N, R 10 W., near Forks, Washington. FSR 2900 is one mile north of Forks, Washington, on HWY. 101. Turn right onto FSR 2900. Period for performance is from contract award to October 31, 2011. Project Manager is Mr. Shannon Henriquez, 360-956-2264. The Forest Service will proceed to issue a solicitation as a Request for Proposals (RFP) on or about July 06, 2010. This acquisition is 100 percent set-aside for small business concerns. This Forest Service will use a two-phase design-build source selection procedure. For Phase I, Offerors will be evaluated on their qualifications to perform this requirement. The three (3) highest rated Offerors will be selected for Phase II and requested to submit a price proposal and a technical proposal. The Forest Service will award a firm fixed-price contract to that responsible Offeror whose proposal, conforming to the solicitation, is fair and reasonable, and has been determined to be the best value to the Forest Service, quality (comprised of technical approach and performance capability factors), and price considered. The government estimated value is between $500,000 and $750,000. A bid bond is required with Offeror's Phase II proposal. Performance and payment bonds are required for this project. Davis-Bacon wage rates apply to any resulting contract. The proposed contract-type is firm-fixed price. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
