Description
In accordance with 10 U.S.C. 2304(c) and FAR 6.302-1, the Department of Army intends to contract using other than full and open competition for the DoD Counter-Narcoterrorism Technology Program Office (CNTPO) for a Field Information Support Tool (FIST). The backbone of the FIST contains proprietary software that was developed by Kestrel Technology Group, LLC. The FIST is a focused effort to develop, demonstrate, and validate a knowledge management system. It will provide a capability to gather and analyze information to guide United States (US) and Host Nation (HN) actions for identifying narcoterrorist networks, maintaining local security and stability, and denying development of hostile activity. The non-severable Sole Source effort shall develop, prototype, integrate, test, demonstrate, and validate the FIST knowledge management system. A phased approach to development will lead to a fully developed system design. The combination of these phases allows for development of the client software for the FIST front-end hand-held device, integration of the back-end databases and analysis tool suite to be accessed through a network connection, and integration of sensors to enhance situational awareness. During each phase, FIST will be tested in operationally relevant environments to demonstrate and validate the capability to collect and process socio-cultural data for use in developing Ethnographic Intelligence (EI). For phases where FIST will be tested Outside the Continental United States (OCONUS), tests will be conducted by, with, and through host nation support. Responsible sources may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responses received fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
