Description
NAICS Code: 541620 The U.S. Environmental Protection Agency, Office of Acquisition Management (EPA/OAM) is conducting market research for information purposes only. The intent is to identify all potential sources, especially including small business sources with the capacity and technicalcapability necessary to successfully perform the requirement stated herein, and detailed in the draft Statement of Work referenced below. The requirement is for "Technical and Outreach Support Services for Greenhouse Gas Reporting Program Development and Implementation", which will support the mission of the Greenhouse Gas Reporting Program (GHGRP) within the Climate Change Division (CCD) of the Environmental Protection Agency. This requirement is partly a continuation of current work under the Climate Change Divisions Indefinite Delivery Indefinite Quantity (IDIQ) contracts: EP-W-07-067, EP-W-07-068, EP-W-07-069, EP-W-07-070, EP-W-07-071 and EP-W-07-072; but it is also a new requirement for development and expansion into a new programmatic area. Congress directed EPA in the 2008 Consolidated Appropriations Act to develop and implement a greenhouse gas reporting rule for all sectors of the economy. 40 CFR Part 98 was published in the Federal Register on October 30, 2009. In general, it requires annual reporting of the GHG emissions from certain fossil fuel or industrial gas suppliers or facilities that emit 25,000 metric tons or more of CO2 or CO2 equivalent per year. The rule establishes appropriate thresholds, and methods to be used to calculate emissions for specific subparts. The rule also includes provisions to ensure the accuracy of emissions data through monitoring, recordkeeping and verification requirements. Potential offerors will support the Greenhouse Gas Reporting Program's mission by providing technical and engineering analyses support, regulatory program and guidance development support, outreach and communications support, data system and information technology support, and finally data analytics and publication support. EPA anticipates awarding multiple IDIQ contracts to support this requirement with an estimated total value between $100 Million and $200 Million. Each contract is anticipated to have one (1) 12-month base period, and four (4) 12-month option periods. The North American Industry Classification System (NAIC) code for this procurement is 541620 -Environmental Consulting Services. The results of this Request for Information/Sources Sought notice will help EPA determine how it will satisfy this requirement. All potential offerors are requested to identify and provide a brief description of potential conflicts of interest areas that their firm may have in relation to the source categories listed in Table A., Table B., and Table C. in the Appendix of the draft Statement of Work. This is a Request for Information /sources sought notice for written information only. This notice is not a request for technical or cost proposals. EPA will not award a contract on the basis of this notice, nor reimburse the cost incurred by potential offerors who respond to this notice. The purpose of this notice is to invite all interested parties to submit a brief capability statement, for meeting the requirements in the draft Statement of Work. The Draft Statement of Work can be found in its entirety at www. Capability statements must include: (1) Complete Business Name, including DUNs #; (2) Contact Information (address, telephone, facsimile, e-mail); (3) Business Size and Classification (small, small-disadvantaged, SBA Certified 8(a), HUBZone, etc.). Capability statements must address technical competencies, and management/personnel experience relative to the key task areas in the draft Statement of Work in relation to the source categories outlined in Table A., Table B., and Table C. in the appendix of the attached draft Statement of Work. Interested parties should provide a concise capability statement, limiting the response to ten (10) single sided pages. Capability statements should respond to all items requested in this notice. This sources sought notice will allow EPA to obtain general information on interested parties and the areas they may be qualified to support as well as areas of potential conflicts of interest. Standard brochures and paraphrasing of the Statement of Work will not be considered as a sufficient response to this notice. Feedback and/or evaluation information will not be provided to any firm regarding their individual capability statements.
