Description
The Government intends to negotiate an indefinite quantity/indefinite delivery type contract with Firm Fixed price provisions for Centrex voice services in support of Naval Computer and Telecommunications Area Master Station Atlantic Base Communications Office in Norfolk, VA. The purpose of this acquisition is to obtain analog and Integrated Services Digital Network (ISDN) telephone service for approximately 17,340 lines at Naval Station (NAVSTA) Norfolk and 4,832 lines at Naval Amphibious Base (NAVPHIBASE) Little Creek. The contractor shall provide this service utilizing existing telephone exchanges and number blocks. The resulting contract will be for a one-year base period with four one-year option periods, and will include FAR Clause 52.217-8 "Option to Extend Services". This requirement will be issued as an unrestricted procurement, with options to extend the term of the contract in accordance with FAR Clause 52.217-9. The procurement will be conducted using the procedures and policies of FAR Part 12, Acquisition of Commercial Items, and FAR Part 15, Contracting by Negotiation. The applicable North American Industry Classification System (NAICS) Code is 517110 and the size standard is 1,500 employees. A complete Request for Proposal (RFP) package is anticipated to be available around 13 July 2010. Once available, the RFP package can be downloaded from the Navy Electronic Commerce Online (NECO) website as follows: https://www.neco.navy.mil or accessed through https://www.fbo.gov. A site visit will be held in Norfolk, VA with the date and exact location to be specified in the RFP. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred or otherwise ineligible to receive contracts from any Federal Agency. The contracting officer reserves the right to conduct verbal or written discussions with respect to other than price with the offerors at anytime prior to award. The prospective awardee must be registered in the Central Contractor Registration (CCR) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the U.S. Lack of registration in the CCR database will make a contractor ineligible for award.
