Description The National Institutes of Health (NIH), National Cancer Institute (NCI), Molecular Imaging Program intends to procure on a sole-source basis with BioScan, Inc., 4590 MacArtur Blvd, NW, Washington, DC, 20007 for a Service Agreement for government owned instrument BioScan NanoSPECT/CT Imaging Scanner serial number NS-706022-4RCT including the anesthesia system and reconstruction workstation. The North American Industry Classification System code is 811219 and the business size standard is $7.0 Million This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance shall be for six months from the date of award. The National Institutes of Health (NIH), National Cancer Institute (NCI), Molecular Imaging Program (MIP) conducts research in designing, developing and testing new novel targeted imaging agents for the detection and characterization of cancer. These imaging agents include tissue-specific MRI, PET, radionuclide, and optical probes. MIP is focused on the clinical translation of targeted imaging agents for cancer imaging. As part of pre clinical research, the Molecular Imaging Program houses an animal NanoSPECT/CT imaging scanner (BioScan, Inc.) on which radioactive research animals are imaged. NCI is proposing to purchase a service agreement for the BioScan NanoSPECT/CT Imaging Scanner. Contractor shall perform one (1) preventive maintenance inspection during the contract period. Service shall be performed by technically qualified factory trained personnel. Service shall consist of a thorough cleaning, calibration, adjusting, inspection, lubrication and testing of all equipment in accordance with the manufacturer's latest established service procedures. All equipment shall be operationally tested through at least one (1) complete operating cycle at the end of the preventive maintenance inspection assure optimum and efficient performance. Emergency repair services shall be provided on an unlimited basis during the term of this contract. The Contractor, BioScan, Inc., designed and fabricated the instrument. BioScan is the only organization with spare parts and engineering expertise to supply this service contract. Also, BioScan has many trained service representatives in the immediate area in order to provide fast response times on service calls. These representatives are uniquely qualified as they are trained by the manufacturer and the manufacturer provides frequent updated continuing education for them. They are the only qualified company to provide software and hardware upgrades. BioScan also keeps a full inventory of parts in their warehouse that can arrive on-site by the following morning to replace items that cannot immediately be repaired and returned to service. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions at the above address on or before 11:00 AM EST on July 6, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
