- This is a notification that the Mission and Installation Contracting Command, Directorate of Contracting Fort Leavenworth, KS intends to award a sole-source, firm-fixed price contract under statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements to Decisive Point, LLC. The source code for the Decisive Action Brigade Level and Follow Me simulations are proprietary and owned by Decisive Point, LLC. Competition would require the additional cost of purchasing the source code from Decisive Point. The associated North American Industrial Classification System (NAICS) code for this procurement is 541511, with a small business size standard of $25.0 M. The requirement for this contract is to provide Captain's Career Course Simulations Enhancements to support the U.S. Army Command and General Staff College (CGSC). The Government requires the following: Modify the simulations Follow Me (FM) & Decisive Action Brigade Level (DABL) to provide a low-overhead exercise capability for both single & multi-student use to train battalion and below level at all Captain's Career Courses (CCC) Army wide & procure a site license for these courses. The U.S. Military Academy currently uses the simulation tool called Follow Me to teach platoon level tactics to cadets. The FM modification will enhance this current simulation tool to train company level tactics to CCC students. DABL modifies a current simulation tool called Decisive Action. These enhancements will support CCC's Initial Assessment Exercise and core couses with an experiential tool. To modify the Decisive Action Brigade Level (DABL) simulation engine in order to provide a low-overhead exercise capability for both single and multi-student use to train company and below level tactics during the Initial Assessment Exercise while attending the U.S. Army Captains Career Course. This work will provide the use of this functionality as an in-classroom exercise driver, as a self paced homework tool that is able to address both the kinetic and non-kinetic environments as well as stimulator for the battle command systems. To modify the Follow Me simulation in order to provide a low-overhead exercise capability for single student or small group use to train company and below level tactics while attending the U.S Army Captains Career Course. This work will provide the use of this functionality as an in-classroom exercise driver, a self paced homework tool, and a distributed learning capability that is able to address the kinetic environment. The resultant contract will be a firm fixed price contract with the period of performance of four (4) months from the date of award and include FAR clause 52.217-8, Option to Extend Services. This notice is not a request for quotations. The contractor identified is the only known source for the subject requirement. Responses to this notification will be used to determine if bona fide competition exists. Any such responses must be in writing and include technical and pricing information. The Government will not pay for information submitted. All responses from responsible sources will be fully considered. A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion of the Government.
