Description
PIFSC-10-017/SF18/SOW This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The office of NOAA National Marine Fisheries Service, Pacific Islands Fisheries Science Center located in Honolulu, HI has a requirement for assistance with conducting a controlled comparison between standard fishing gear (the control) and alternative fishing gear, specifically large circle hooks, that are hypothesized to reduce sea turtle captures in longline fishing gear. This contract requires that the work be completed in a swordfish longline fishery in the Mediterranean Sea, where incidence of sea turtle captures is exceptionally high. The fishery proposed for gear trials must also have a reasonable expectation (e.g. past average rate) of longline-caught turtle bycatch frequent enough to result in trial entanglement of at least 10 observed turtles (combined bycatch by the standard and alternative gear). This contractor will also provide logistical support to assist with trials to estimate the survival of sea turtles that are released to sea after their capture in longline gear. This procurement is a Small Business Set-Aside. The North American Industry Classification System (NAICS) Code for this procurement is 541690, size standard $7.0 million. A firm fixed price contract will be issued with period of performance commencing approximately July, 2010 thru September, 2011. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication. This is a simplified acquisition estimated value not to exceed $100,000.00. The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
