Description
This is a combined Synopsis/Solicitation/Notice of Intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested, and a written solicitation will not be issued for the solicitation number NOI10128, Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-41. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 334516, which has a size standard of 500. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure a detection platform on a sole source basis from Beckman Coulter: The following items may be acquired under this acquisition :1) #A41574 PARADIGM Base Instrument, qty-1 each; 2) #A56144 Cartridge, PARADIGM Glow Luminescence Detection (384), qty-1each; 3) #A56143 Cartridge, PARADIGM Glow Luminescence Detection (96), qty-1each; 4) #969124 INTEGRATED SOLUTION - CLASS 3 Beckman PARADIGM on SAMI EX (156) Core System, qty-1each; 5) #A25251 Multimode Analysis Software, qty-1 each; and 6) #AP029 Field Service Installation and Training, qty-10 each. The vendor must be able to provide a high-throughput detection platform with the ability to address a wide range of plate formats, from 6 to 1,536 wells. The system should be 100% user-configurable and incorporate a variety of detection cartridges that are able to be interchanged by the user. The system should offer: a wide range of detection modes including, but not limited to HTRF, TRF, FP, FI, FRET, Glow LUM, and monochromatic absorbance; automatic top and bottom read Z-height optimization; software containing a large selection of template protocols. Beckman Coulter is the only known vendor that is able to provide the Paradigm Detection System for projects involving high-throughput sequence detection. The Paradigm Detection System is able to operate as a stand-alone instrument or in conjunction with the Beckman Coulter Biomek liquid handlers currently in place. The system can perform a wide variety of standard and cell-based assays. The user-configurable and upgradable modular features allow the system to address application needs presently and in the future through incremental cartridge additions. Award will be based on 1) meeting the salient characteristics, 2) price, and 3) delivery shall be 60 days from date of award. Place of delivery Gaithersburg, Maryland 20878. The FOB point shall be Destination. This will be a firm-fixed price contract. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; Far 52.212-2 Evalutaion Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.406-7 Central Contractor Registration (2003). A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included which can be found at Online Representations and Certifications Application (ORCA) https://orca.bpn.gov. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
