- Synopsis for COVE 1 Expansion Software Licenses The Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to solicit and negotiate, on a sole source basis, with Computer Sciences Corporation (CSC) Advanced Marine Center located in Washington, DC under the authority of Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." This acquisition is for the procurement of Virtual Ship® Version 5.0 Specific Software Licenses to expand the Surface Warfare Officer School (SWOS) Conning Officer Virtual Environment (COVE) 1 Training System from twelve (12) to eighteen (18) training stations, and provide one (1) Master Instructors Operator Station (MIOS). Included in this requirement is an update of the Virtual Ship Unique Install Disk for COVE 1 stations thirteen (13) through eighteen (18) and the MIOS, and all files necessary to configure COVE 1 Stations 13-18 and the MIOS. These software licences are required to provide integrated training with COVE 1 Stations 1-12. The estimated budget for this requirement is $125,000 with installation in November 2010. The Government does not possess adequate rights to the technical data necessary to competitively award this contract. Furthermore, neither the budget nor schedule for this procurement allow for an alternative software solution, which would require a re-host of the entire COVE 1 environment. To remove the existing barrier to competition as described above, NAWCTSD intends to competitively issue a single award, Indefinite Delivery type contract in Fiscal Year 2010/11, which will allow for competing software solutions. This requirement will be advertised under a separate synopsis. Responses to this notice must be submitted by 2 July 2010. Responses must demonstrate the interested party's ability to provide a solution that supports the current COVE 1 software baseline, in the absence of a non-exclusive, non-pass through teaming arrangement with CSC. This synopsis is not a request for competitive proposals. No contract will be awarded on the basis of offers received in response to this notice. All inquiries and concerns must be addressed to the point of contact in this posting. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future acquisition.
