- Description
- The Avionics Department (AIR-4.5), Special Surveillance Programs Office (SSPO) develops advanced sensors (Acoustics, Electro-Optical, Radar, Magnetics, and other special sensors) and persistent surveillance systems. The purpose of these sensors and surveillance systems is to support a variety of OCONUS Contingency Operations (OCO) missions for persistent surveillance. The objective is for rapid turn-around research, development and prototyping to demonstrate advanced sensors/payloads for persistent surveillance. In an effort to advance AIR-4.5's research and development in these fields, Broad Agency Announcement (BAA) N68335-10-R-0009 (titled Persistent Ground Surveillance System Technologies and Payloads) was issued to address applications for tethered unmanned platforms, as well as unmanned airborne platforms. This BAA includes the sensors, sensor data processing and sensors systems, modeling of the sensor, communication techniques between the sensors and/or platforms, interfaces, the fusion and exploitation of multi-source sensor data, advanced payload platforms and its integration with sensors/payloads and any other technique to develop advanced capabilities and to reduce the cost of transitioning sensor/payload technologies into theater. The awarded effort is to support AIR-4.5 research and development sensor technologies program by developing Advanced Land Radar Processor (LRP) Sensor payloads that support persistent ground surveillance with mobile systems, aerostats, and remote deployed expendable systems. The system will be capable of providing real-time, networked 360° detection, tracking, and cueing of walking humans and vehicles with land clutter and false alarm rejection. Building upon existing COTS production components and research from previous Government programs, Vista Research, Inc. (VRI) will provide lightweight, compact, modular LRP payloads that can be used on mobile platforms and tethered aerostats. This award is issued off a Braod Agency Announcement (BAA), N68335-10-R-0009, and will be a 37 month Cost Plus Fixed Fee Effort. This is the most appropriate type of contract, since there are uncertainties and risks associated with a research and development contract. CPFF provides the Government control of delivery schedule, ease of redirection of effort, and emphasis on performance objectives.
