Description
Introduction This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. The purpose of this RFI is to identify qualified contractors who are able to meet VA's requirements, determine if commercial items are available or, could be modified to meet VA's requirements, determine the appropriate contract type i.e., firm fixed-price or cost-reimbursement or time and material, understand commercial pricing practices and other market information readily available. The Veterans Health Administration (VHA) is seeking potential sources to enter into a contract for Clinical Pilot Adaptation of the Patient Tools System and QPD Software. Background The Veterans Health Administration (VHA) Innovation Program is a cooperative effort between the health and Medical Information Office (CHIO/HMIC) of VHA's Office of Health Information (OHI) with VA's Office of Information and Technology to catalyze and support VA's next generation of Health Information. VHA Innovation Program Goals are to provide tools, resources and processes that: Encourage innovations to emerge from the field; Allow innovations to evolve based on collaborative constructive review, Provide a safe harbor for innovations to be piloted; and Vet Innovations from business and technical perspective. Requirements The VA requirement is for an automated assessment system that provides a tool for patients to self administer critical clinical questionnaires in the waiting room. The goal of this project is to improve patient care by having these questionnaires automatically administered, scored and results placed in CPRS notes that will be immediately available for the patient's provider. This will give providers more time to review assessment results and provide education and treatment. This project will be completed using two contractors. The first contractor will be primarily responsible for the PD system, and they will upload due or selected questionnaires into the portable device, and download data collected and transform it in an HL-7 format. The second contractor will be responsible for developing the launch utility, storing the data collected by the PD system into the VistA/CPRS data files, and creating the CPRS notes for the patient's provider. Submittal Information It is requested that interested contractors submit a response (electronic submission) of no more than 10 pages in length, single spaced, 12 point font minimum that addresses the above information. In response to the RFI, interested contractors shall submit the following information with an initial cutoff date of July 2, 2010 1.Capabilities/Qualifications - Description of the capabilities/qualifications/skills your company possess to perform the work. Included in the statement please identify if your company can independently provide the entire range of services called for in the Statement of Work (SOW)? If your company can not provide all of the services can it provide some of the services? Please provide any recommendation on combining the requirements into one effort or splitting the requirement into two separate efforts. 2.Commercial availability - Description of the length of time your product/solution has been commercially available or, if necessary to modify your commercial product/solution, what is the impact to the commercial price, availability and magnitude of modification. 3.Socio-Economic Status - Indicate whether your company, subcontractors, teaming partners, joint ventures have a Federal Socio-Economic status, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Woman-Owned Small Business, Disadvantaged Small Business, and Hub Zone. If Service-Disabled or Veteran Owned Small Business, is your company and or partners registered in VA's VetBiz repository? 4.Other Market Information - Provide any other relative information, however this information must be included within the 10 page limitation.
