Description
*SPECIAL NOTICE* The Department of Veterans Affairs, VISN 10 Dayton Contract office intends make a sole source award to Laboratory Corporation of America, for the purchase of a three (3) months of Laboratory Testing. The Statutory authority for this sole source purchase is Title 10 U.S.C. 253 (c) (2) as implemented in the FAR 6.302-2 (a)(2). The applicable NAICS Code is 621551 with a size standard of $13.5 million dollars. A Justification and Approval to procure using other than full and open competition is attached, the signed copy is available upon request. Any interested parties, other than Laboratory Corporation of America are encouraged to contact the Contracting Office at the e-mail address below no later than June 25, 2010 at 3:00 PM EST to inquire about other related upcoming procurement opportunities. This notice is for informational purposes only. ***No response to this special notice is necessary*** Questions may be directed to Monae D. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION FAR 6.302-1, & 41 U.S.C. 253 (c) (2) - UNUSUAL AND COMPELLING URGENCY CONTRACTOR: LABORATORY CORPORATION OF AMERICA 1. Agency and Contracting Activity Identification: Network 10, "Dayton VA Medical Center (DVAMC)" as requested by VA Ohio Healthcare System, will enter into a contract that requires justification for other than full and open competition. 2. Nature of Acquisition Being Approved: Contractor shall provide all necessary labor, management, supervision, technical skills, quality control, materials, tools, transportation, equipment to provide referral laboratory testing to the DVAMC. 3. Description of Requirement: VA Ohio Healthcare System is requesting sole source bridge contract with "Contractor" to pick-up of testing samples and provide test results in electronic format and a printed report as well as all specimen collection containers to the DVAMC. 4. Statutory Authority Permitting Other Than Full and Open Competition: The service being procured under the authority of 41 U.S.C. 253 (c) (2), FAR Part 6.302-1 (a) (2). 5. The Nature of the Acquisition Requires Use of the Authority Cited: This contract is being procured on a sole source basis due to the urgency of the testing services. The VISN 10 contract is currently bending a CRB and we need a bridge put into place until the VISN contract for these services can be secured. While the VISN award is pending, these laboratory services are ongoing, critital to patient care and annot be suspended. This J&A is intented to cover monthly invoicing until a contract awrard can be made or until September 30, 2010, whichever occurs first. 6. A Description of Efforts Made to Ensure That Offers From as Many Potential Sources As Practicable and Whether a Notice Will Be Publicized. This procurement will be synopsized as an intent to sole source with caveat that there will be a full and open competition opportunity in the future for a full year of services. 7. Anticipated Cost: It is in the best interest of the government to use this contractor. The Price is in line with pricing provided to the vendor's other commercial customers, and is considered to be fair and reasonable. 8. Results of Market Survey: No market survey was conducted - see item #4 above 9. Any Other Facts Supporting the Use of Other Than Full and Open Competition: None. 10. Any Other Interested Sources? None at this time 11. A Statement of the Actions, if any, the Agency May Take To Remove of Overcome Any Barriers to Competition Before Any Subsequent Acquisition is required: The solicitation pending CRB review provides for a competitive acquisition.
