Description
NOTICE OF INTENT - Immigration and Customs Enforcement (ICE), Office of Acquisitions, on behalf of the Office of Investigations intends to award a sole source Purchase Order with Pen-Link, LTD, a Small Business located at 5936 Vandervoort Drive, Lincoln, NE 68516-2305 for an Enterprise 'Right to Use' software license for Pen-Link, Ltd's suite of telecommunications analysis and intercept software applications under the authority of FAR 6.302-1(c) Only One Responsible Source, and No Other Type of Supplies or Services will Satisfy Agency Requirements, Application for Brand Name. The required Pen-Link suite includes 1,000 user licenses of Pen-Link Professional Edition software, 150 user licenses of Pen-Link Intercept Edition software and Pen-Proxy modules, 50 user licenses of Pen-Link Lincoln Administrator software, 50 user licenses of Pen-Link X-Net software with the Decoding Library, 2 user licenses of Pen-Link Enterprise License Management software, and Pen-Link Training License ( including Training Software, Training Materials, and Instructor Certification Course), and 1 Five (5) Day Training Class at a ICE location. The NAICS code for this requirement is 511210 with a size standard of $25 million dollars. This notice of intent is not a request for proposals or quotations. Request for copies of a solicitation in response to this notice will not be honored. A determination by the Government not to compete this proposed action is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested small business concerns may identify their capabilities in writing by responding to this notice by 9:00 AM EDT on June 24, 2010 to Ms. Annette Vaughn, Annette.Vaughn@dhs.gov. All capability information must in writing and provide clear and concise documentation indicating bona fide capabilities to provide the services required. Capability statements shall be furnished at no cost or obligation to the Government. Verbal responses shall not be considered. All questions concerning this notice shall be sent to Ms. Annette Vaughn at Annette.Vaughn@dhs.gov no later than 9:00AM EDT on June 21, 2010
