- The Department of Veterans Affairs, VA Boston Healthcare System, has a requirement for an internet site to be used in Chronic Obstructive Pulmonary Disease (COPD) research. It is the Governments intention to solicit and negotiate only with this source. Please refer to the Sole Source Justification. This is not a solicitation; it is notice of intent to sole source a requirement. Inquires/information received after established deadline of 3pm EST on July 9th, 2010 shall not be considered. All queries should be sent to James.Kneeland@VA.Gov The submission of any data for review shall not impede award of this contract as planned. The Government does not intend to pay for information solicited. This synopsis is issued pursuant to FAR 6.302-1. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION: *1. Identification of the service/department and the transaction/requisition #: West Roxbury research. A810015 *2. Nature and/or description of the action being approved: As part of a research project, funded by Rehab R&D, to adapt and maintain an Internet website to be used in chronic obstructive pulmonary disease (COPD) research. *3. Description of the supplies/services required to meet the agency's needs (including the estimated value): Personnel time and server space to establish and maintain website for the duration of the 5 year research study. Projected costs are: Year 1: $25,000 Year 2: $20,000 Year 3: $5,000 Year 4: $5,000 Year 5: $9,000 4. Identification of the statutory authority permitting other than full and open competition: 48 CFR 873.104(a) provides: "Without regard to FAR Part 6, if the health-care resource required is a commercial service, the use of medical equipment or space, or research, and is to be acquired from an institution affiliated with the Department in accordance with section 7302 of title 38 U.S.C., including medical practice groups and other approved entities associated with affiliated institutions (entities will be approved if determined legally to be associated with affiliated institutions), or from blood banks, organ banks, or research centers, the resource may be acquired on a sole source basis." *5. Demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited: Researchers at the University of Michigan have created the Internet website and interface to which study participants can upload step count data, participate in an online community forum, receive tailored step count goals and motivational messages, and receive health and fitness information. This unique system is not available elsewhere. The program developed by UMich is unique and different in that 1) It provides targeted step count goals to subjects based on their current walking. Living Well and other public pedometer programs provide no goals. 2)It provides specific educational content about walking with lung disease, what to do with medications, how to breathe etc. None of this is provided by public pedometer programs. 3)It provides motivational messages to improve self-efficacy. None of this is provided by public pedometer programs. 4)It provides a mechanism for subjects to report changes in medical problems and adverse events to us. This is crucial for subject safety. None of this is provided by public pedometer programs. 5)It is designed specifically for people with chronic medical disease. Public pedometer programs are used by healthy persons to manage weight or stress. *6. Describe the efforts that have been made to ensure that offers are solicited from as many potential sources as is practicable, including whether a Commerce Business Daily notice was or will be publicized as required by Subpart 5.2 (copy attached) and, if not, which exception under 5.202 applies: The University of Michigan is the only entity that provides this Internet-pedometer interface. 7. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable: N/A *8. Description of the market survey that was conducted (i.e. names of firms and the date(s) the firms were contacted) and the results or a statement of the reasons a market survey was not conducted: The Stepping up to Health website is only available through the University of Michigan. Similar websites do not exist. *9. Any other facts supporting the use of other than full and open competition, such as - an explanation as to why technical data packages, specifications, engineering descriptions, statement of work, or purchase descriptions suitable for competition have not been developed or are not available. The University of Michigan is the only vendor that has the capability and expertise to support our unique research need of establishing an Internet-mediated walking program for patients with COPD. *10. A listing of the sources, if any, that expressed an interest in the acquisition: None *11. A statement of the actions, if any, that the department/service may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies/services is required in the future: VA policy is to seek competition in the acquisition of healthcare resources and services. This is done whenever possible.
