- This contract action is for chip replacements. The equipment to be upgraded was installed in 1971 by Edstrom Systems and is monitored on a 24 horus basis 7 days a week. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. A written solicitation will not be issued. This is a notice of intent to issue a sole source contract with Edstrom Watchdog System, Waterford, WI, for the item as listed above. Edstrom Watchdo Systems has developed the existing proprietary chip replacements and is monitored on a 24 hour/ 7 days a week basis. Due to the unique, complex and proprietary nature of this procurement there is a reasonable basis to conclude that the materials and services required are only available from this source and no other type materials or services will satisfy agency requirements. Responsible sources interested in this procurement shall submit a response, clear and convincing information that identifies their capabilities. In addition, the offeror shall substantiate their offer with technical data, design, brochures, price list, catalog pricing, terms and conditions, delivery schedule, etc. If these items are available under a GSA or NAC contract, please provide the contract schedule and information. All responses must be received within 2 business days of the date of this CBD notice. Offers may be delivered via fax to FAX Number 615-225-3425, Attn: Karen L. Graham; or email karen.graham@va.gov, by Tuesday, June 22, 2010 at 4:00 pm. CST. No telephone requests will be accepted. Requests for solicitation will be considered non-responsive. All responses from responsible sources submitting the required information will be fully considered. All questions must be faxed to number listed above. As a result of analyzing responses to this synopsis of intent, the Contracting Officer may determine that the action may be competed and resulting award under the Simplified Acquisition Procedures. Responsible firms responding to this synopsis will be considered if the action is competed
