Description
Attachment #1 is the CLIN structure for this requirement This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote, solicitation number SP3300-10-Q-0126. The Defense Distribution Center located in New Cumberland, PA has a requirement to purchase BMC Remedy Software and Maintenance. This is a brand name requirement and the justification is as follows: BMC Remedy Software is the only IT Infrastructure Library (ITIL) certified management suite that is approved for use on the DLA Network. DDC –J6N adopted ITIL process model for managing information technology in support of our field activities and DDC functional areas. Our market research revealed this product has demonstrated to be the most capable and full-featured tool suite, providing all required automated support for the Incident, Problem, Configuration, Change and Service Level management processes. Remedy ITSM surpasses the total functionality of other products with outstanding features, such as notification capability and ease of configuration for enterprise deployment. Additionally, the current J6N Remedy ARS application is CAC-enabled, a feature not commercially supported by any other similar application. This procurement of BMC Remedy ITSM software is the only software that performs all the functions that are included in the base BMC Remedy system. There are other systems out in the corporate world that do similar functions, but DDC-J6N is attempting to increase the current capability of the BMC Remedy ARS system by including the ITSM suite to the tools that are already in use at J6N. No other commercially available software can integrate with the existing BMC Remedy ARS software. Additionally, BMC Remedy is the only ITIL certified Information Technology Service Management Suite that has been approved for use on the DLA networks. This is an unrestricted acquisition for vendors that can provide the BMC Remedy Software and Maintenance to meet the requirements specified. The NAICS code is 511210. The size standard is $7,000,000.00. See attached schedule of supplies and services for CLIN identification (Attachment 1). Offerors shall provide a firm fixed unit price, inclusive of shipping (FOB Destination) for each CLIN and the total amount. Delivery is required by 1 July 2010 to the Defense Distribution Depot Susquehanna, Base Sup EBS Bldg. 203 Dr 12, 5450 Carlisle Pike, Mechanicsburg PA 17050-2411. This notice incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-41, Defense Federal Acquisition Regulation Supplement (DFARS) Change Notice 20100519, and Defense Logistics Agency Directive (DLAD) current to revision 5 and PROCLTR 2010-24. Evaluation for award shall be in accordance with FAR 13.106. The Government intends to award a contract resulting from this notice on an all or none basis to the responsible offeror whose offer is the lowest price who can meet the delivery requirements for this brand name procurement. QUOTE SUBMISSION INSTRUCTIONS: Quotes must include the following items. Submission of a quote that does not contain all items requested below may result in elimination from consideration for award. 1. Quotations may be submitted in contractor format and shall include: (1) Company name, address, telephone number, e-mail address, and FAX number; (2) Solicitation number; (3) Unit Price and extended prices for all CLINS (Attachment #1); (4) Contractor DUNS Number and Commercial and Government Entity (CAGE) Code, (5) Signed acknowledgements of amendments (applicable only if any amendments are issued against this announcement). 2. Contractors are required to include a copy of the FAR provision 52.212-3-Offeror Representations and Certifications-Commercial Items and DFAR 252.212-7000-Offeror Representation and Certification-Commercial Items with its proposal or may indicate completion of the representations and certifications on the internet at http://orca.bpn.gov. Failure to include the certifications along with the price proposal or to complete the certifications on the internet may result in elimination from consideration for award.
