Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation package will not be issued. Solicitation number TIRNO-10-Q-00151 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-41. This procurement is 100% small business set-aside. The associated North American Industry Classification System (NAICS) code is 512191 and the small business size standard is $29.7 million. PERIOD OF PERFORMANCE: The period of performance is base year, August 28, 2010 – August 27, 2011, with four one-year option periods. The government intends to award a firm fixed price order. The Internal Revenue Service is seeking a source to caption and transcribe 100 hours of training programming between 8/28/10 and 8/27/11. Each program, typically 1-2 hours each, will be submitted on an ongoing basis; to be completed and returned by the vendor within 3 business days. The IRS shall electronically provide.wma audio files for each program. These.wma submissions will be broken into segments and labeled so as to be easily identifiable as belonging to the same program (regardless of program length, each program will be broken into 15-20 minute segments, for example, a one (1) hour program would be submitted as 3-4 individually labeled.wma files). The vendor shall electronically return to IRS: 1) A separate.smi caption file for each submitted.wma segment; 2) a single.txt text transcript for each program (i.e., a 1 hour program, consisting of 3-4.wma files will generate a single.txt text transcript file for that 1 hour program). Work shall be billed by content hour on a pro rated basis. Billable time shall be rounded up at no greater than 5 minute increments. The provisions at FAR 52.212-1, Instructions to offerors - Commercial and FAR 52.212-2, Evaluation Commercial Items, apply to this acquisition. Offerors shall include a fully executed copy of FAR provisions at 52.212-3, Offeror Representations and Certifications Commercial Items, with their offer. FAR Clauses 52.212-4, Contract Terms and Conditions - Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Order Commercial Items applies to this acquisition. Per 12.603(b) the SF 1449 is not used. Offerors not in possession of the above references clauses and provisions in full text may obtain a copy via the INTERNET at http://www.arnet.gov or by contacting the Contract Specialist.
