Description
The combined synopisis/solicitation is being amended to allow for Cisco certified Silver level Members who also hold the Cisco Advanced Unified Communications and Advanced Routing and Switching Specilizations. All other parts of the origial combined synopsis/solicitation remain the same. This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) Q1320108001. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2005-39 and are available in full text through Internet access at http:// www.acquisition.gov/far/. The National Park Service encourages the participation of small, disadvantaged and women owned business enterprises. The North American Industry Classification System (NAICS) code is 517110 and 517911 and the small business size standard is 1,500 employees for both. QUOTES ARE DUE for this combined synopsis/solicitation on July 1, 2010 at 4:30 PM Mountain Daylight time and shall be delivered by the specified time to the National Park Service, Big Horn Canyon National Recreation Area, 20 Highway 14A East, Lovell, WY 82431, ATTN Andrea Brew. Faxed quotes are preferred with all required documentation; no oral quotations will be accepted. Quoters must furnish the company name, DUNS number, address, phone and fax number, email address if available, and official point of contact. All Quotes must be signed by authorized company official and faxed to 307-548-7826 or emailed to andrea_brew@nps.gov. All questions regarding this solicitation should be faxed or emailed to andrea_brew@nps.gov. Big Horn Canyon National Recreation Area (BICA) requires a telecom systems upgrade. Installation to be completed no later than August 4, 2010. STATEMENT OF WORK (SOW)GENERAL:This performance based statement of work issued by the National Park Service is for:-Installation of Call Manager Express (CME) at both the North and South district. -All existing non-end-of-life-equipment, serviceable, equipment must be re-used to the maximum extent possible.-Sufficient cabling is present to perform installation at both sites. BICA North District HQ Complex - Is interconnected with Multimode Fiber with LC connectors between the Administration building and the Maintenance building. Brand Names Justification:Cisco:Cisco: The Government is requiring Cisco brand name because BICA already uses a Cisco system and staying with the same manufacturer protects government investment and reduces the need for additional training on the systems. The Contractor must be a Gold or Silver level partner with Cisco. If contractor is a Silver level partner they must also hold the Cisco Advanced Unified Communications and Advanced Routing and Switching Specializations All contractor provided equipment must be new, unopened, unused, never purchased by another entity, Cisco equipment. LOCATION:Bighorn Canyon National Recreation Area, Fort Smith MT (North District) (BICA ND)Bighorn Canyon National Recreation Area, Lovell WY (South District) (BICA SD) DESCRIPTION OF WORK"Install two (2) Call Manager Expresses-One (1) at BICA ND-One (1) at BICA SD"Reuse existing Cisco VoIP phones at all sites. Phones currently in use have licenses. "Activate all phones at all sites associated with this SOW."Activate all mail boxes at all sites associated with this SOW."No need to run Cat5 cable, use existing infrastructure. PERIOD OF PERFORMANCE:"Dates wherein work must be done: Finish no later than August 4, 2010. If option year is exercised in FY 2011 the work must be completed by December 20, 2010 1.1 INTRODUCTION: Upgrade and modernization of BICA telecom / IT capabilities. There is latitude for design differences by the perspective bidders. This is intentional in order to foster competition based on more than just the number of bidders, but also competition based on soundness, efficiency, and economics of design. Note, it is strictly prohibited to connect any non-government owned equipment to the government network for any purpose. 1.2 REQUIREMENTS AND SPECIFICATIONS: 1.2.1SCOPE - STATEMENT OF WORK The scope of this contract includes:"Upon award complete 508 and GPAT compliance questionnaire and send all information to dawn_bosh@nps.gov."Programming the CMEs to run on existing circuits and trunks at BICA. "Installation and programming of: Two (2) CMEs, forty-six (46) Cisco VoIP phones (the existing on-site phones), nine (9) analog devices licenses (see below for detailed location of VoIP and Analog devices), forty-six (46) voicemail licenses."Additionally, provide six (6) additional VoIP lines and mailboxes - three (3) at BICA ND, and three (3) at BICA SD for the purpose of expansion. Expansion capability will be housed in each CME."Provide four (4) new Cisco 7975G VoIP telephone sets. BICA IT Specialist will determine which users will receive these sets."Provide six (6) Cisco 7965G VoIP telephone sets to be used as spares and back-ups. Spares will be stored by BICA IT Specialist."Provide Smart net coverage for BICA ND and SD. (Provide pricing options for coverage from 1 - 5 years).BICA ND: Admin Bldg:twenty-one (21) VoIP phones (use existing sets), and three (3) analog device portsMaint Bldg:five (5) VoIP phones (use existing sets), and three (3) analog device port BICA SD: Admin Bldg:twenty-two (22) VoIP phones (use existing sets), and three (3) analog device ports "Installation includes local service, long-distance (pic'd to Verizon), any cross connects, voicemail, additional licenses, and porting all numbers and programming them into the new switch."Ensuring 911 service works reliably for all locations at all times."The CMEs will be rack mounted in the IT rooms for each site."Lightning protection for all components must be to the maximum possible extent due to intermittent power problems at both sites. "Order and set up caller ID service with Nemont Telecom 1-800-636-6680."Provide VoIP licenses and mailbox licenses for phones."Provide required number of at least 10/100 speed switches for VoIP sets. (As required due to end-of-life or non-serviceable existing equipment)."CMEs, VoIP sets, and switches will use non-routable 192.168.x.x IP scheme when installed and be separate from the BICA Data network routing scheme."Provide licenses and mailbox licenses per the quantities described above."Activation of all phones and voicemail boxes. Providing required licensing."Setting and programming auto-attendant, and provide training on how to change / program auto attendant to administrator."Software upgrades for existing equipment that will be re-used in the installation."Provide management software and training to administrator."Programming all trunks (as applicable)."Resolve potential voice quality issues such as echo, static, etc. "Test all phone, fax lines to ensure operability."Providing cabling / wire diagrams, as-built diagrams, and user manuals. (Provide a copy of IP scheme, and as built diagram to the system administrator and Regional Telecom Manager)."Label the new cabling to comply with BICA cabling scheme (as needed)."Provide user and administrator training."Provide Smartnet Account covering BICA ND and SD"Warranty for all new equipment. 1.2.2 APPLICABLE STANDARDS AND REGULATIONS The Contractor shall conform to, and be compliant with all applicable Federal Communications Commission (FCC) rules and regulations, and established industry standards. 1.2.3 HISTORICAL BUILDINGS AND SPECIAL USE PERMITS The NPS issues access authority to park properties via Special Use Permits. The Contractor shall initiate and coordinate all necessary special use permit approvals prior to the installation of outside facilities, building entry cables and wiring at historic buildings. The Contractor shall restore walls, ceilings, and floors that are damaged by their employees and subcontractor(s) to the appearance that existed prior to the work being performed. The Contractor is also responsible for cleanup, removal and disposal of any debris associated with their installation of equipment and restoration of the building if damaged. 1.3 Contract Type. This contract shall be a firm fixed price contract. Please submit payment schedule with offer. 1.4 NUMBERING AND DIAL PLAN 1.4.1 TOLL RESTRICTION AND FRAUDThe system(s) provides toll and carrier code restriction (access code plus 1+, 0+, 011+, and 1010XXX) for individual station users and trunk routes subject to class-of-service restrictions and authorizations. Set general system, trunk, voice mail, automated attendant, station and maintenance facility software parameters and change passwords to prevent toll fraud. Provide toll fraud prevention information as an element of training and customer service representative services. 1.4.2 LEAST COST CALL ROUTINGThe system shall automatically route outgoing "8" level, "9", AND 1+ calls via the most economical circuit routing available consistent with originating station authorization. 1.4.3 BLOCKING OF SELECTED NUMBERSThe system(s) shall block originating calls consistent with the originating stations class-of-service to selected telephone numbers, and individual station numbers as specified by the Government. For example, the system will block 900 and 976, etc. The system will allow all 9+1+800 calls and 9+1010XXX carrier access dialing consistent with the originating station's class of service. The system(s) shall screen on the access code plus up to ten (10) digits for outgoing call restriction. 1.5 SERVICE INTERRUPTIONS There shall be no scheduled interruptions of existing service for system changes, upgrades, etc. without prior consent of the NPS. The NPS shall be notified as far in advance as possible of any scheduled interruptions by the Contractor, but no less than 24 hours prior to the planned interruption. A.The Contractor shall inform the Government as soon as it is known that there may be an occurrence which may result in an interruption of service. B.The Contractor shall be responsible for the cost of service visits of outside telecommunications vendors when a system(s) malfunction is determined to be in the CPE system(s) and not in outside telecommunications vendor provided equipment, and/or the service visit was initiated by the Contractor's representative. 1.6 INVOICESInvoices must show item part number to show proper Cisco sources were used for parts. 1.7 POINTS OF CONTACTNOTE: The contractor shall immediately bring problems or potential problems affecting performance to the attention of the COR and Project Manager. Problems affecting a particular action should be resolved prior to starting the specific task. Verbal reports will be followed up with written reports when directed by the COR, or Contracting Officer. Work on this project may require that personnel have access to Privacy Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations. 2.2 Personal Service. The client has determined that use of the contract to satisfy this requirement is in the best interest of the government, economic and other factors considered, and this contract is not being used to procure personal services prohibited by the Federal Acquisition Regulation (FAR) Part 37.104 titled "Personal services contract". 2.3 Security. The work itself is unclassified. However, work on this contract is in government facilities and involves data network / telecom equipment. Therefore, the Government retains the right to request removal of contractor personnel, regardless of prior clearance or adjudication status, whose actions, while assigned to this contract, clearly conflict with the interests of the Government. The reason for removal will be fully documented in writing by the Contracting Officer. When and if such removal occurs, the contractor will, within five (5) working days, assign qualified personnel to any vacancy(ies) thus created. The Government also retains the right to require an escort of contractor employees within sensitive / classified areas if the Government deems it is required. The Contractor will be notified in writing in the event this is required. 2.4 Key Personnel.It is required that Cisco certified personnel perform the work, and copies of their certifications must be submitted to the government with the vendor proposal. NOTE: Key personnel may not be added nor removed from the task without express approval of the Contracting Officer. 2.5 Payment Procedures & Status ReportElectronic Invoicing.All invoicing will be done per procedures to be determined by the Contracting Officer at the time of award. Failure to comply with the procedures may result in your payment being delayed. 2.6 Government Furnished Items. The Government will provide the following:o The existing telecom infrastructure for BICA and the physical structures on BICA. 2.7 Contractor Furnished Items. All: Hardware, Software, Cabling, Wiring, Conduit, patch cables and tools. 3. Proposal Submission. 3.1 General Instructions.Submission of an itemized proposal will be submitted electronically via email. Requests for clarification or questions regarding the SOW must be submitted within 5 calendar days of receiving the SOW. Submission of the complete itemized proposal will be submitted electronically in word document format and must include a narrative describing how work will be completed to: Andrea_Brew@nps.gov 3.2. Price 3.2.1 Discounts in price proposal. In an effort to receive the highest quality solution at the lowest possible price the government requests all available discounts on all materials and services offered by contractors for this requirement. Contractors are encouraged to offer discounts below contract and/or open market rates; whichever is applicable. When discounts are offered, proposals must clearly identify both the contract or open market price and the discount price for each hardware item or labor rate being discounted. Provide best possible price with quote. 3.3 Proposal Evaluation 3.3.1 Evaluation Factors.A comparative assessment of proposals against all source selection criteria in the solicitation will be completed. Award can be made without discussions at the Government's prerogative. Factors assessed determining award will be:-Compliance with the SOW.-Vendor Qualifications as an Elite Cisco Partner.-The vendor proposed equipment in view of the government's requirements.-Efficiency of design in relation to requirement and cost.-Timeline in which the vendor can perform the work.-Price proposed to the government.-Lifecycle cost of the equipment proposed. Contract will be awarded as separate line items. Line Item #1 is North District. Option Line Item #2 is South District. The option Line Item #2 South District the National Park Service has the right to exercise the option at time of award or in Fiscal Year 2011.
