- The Office on Women's Health (OWH) through the Division of Acquisition Management, Program Support Center intends to award a six (6) month sole source simplified acquisition to The Bridging Group, 4096 Piedmont Avenue, Suite 710, Oakland, CA, 94611. The purpose of this simplified acquisition is to design a cross-site evaluation to determine the overarching outcomes of the eight (8) grant sites that were created to enhance HIV prevention and support activities to women partners of incarcerated/newly released men. The Government knows of only one source, The Bridging Group, which has the experience of implementing and evaluating the HOME project and has designed program and evaluation plans for women partners of incarcerated/newly release men. The Bridging Group possesses a highly specialized combination of expertise in conducting research and evaluating projects that focus on HIV prevention programs for incarcerated men and their female partners; conducting site visits in community service settings; analyzing and integrating data with varying levels of quality from multiple sources; and writing reports for policy audiences. Their experience with the Home project, coupled with their ability to provide evaluation expertise, both in qualitative and quantitative methods that has been tailored to measure the gender-specific needs, issues, assets and challenges unique to women with incarcerated male partners, gives the Bridging Group, the unique capability to conduct the activities that will be required by the resulting contract. This sole source requirement will be awarded pursuant to FAR 6.302-1 (a). Interested concerns who feel that they are capable of fulfilling this requirement may identify their interest and submit a capability statement that demonstrates their ability to provide the services required. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. NO SOLICITATION IS AVAILABLE. Requests for such documents will be considered invalid responses. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. If no affirmative responses are received within 15 calendar days from the date of this synopsis, the Contracting Officer will proceed with the award to The Bridging Group.
