- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a non-commercial Firm-Fixed Price (FFP) type contract on a sole source basis with NURAD TECHNOLOGIES, INC., 3310 CARLINS PARK DRIVE, BALTIMORE, MD. 21215-7851. This solicitation is being issued pursuant to the procedures at FAR 13. Synopsis exception FAR 5.202(a) (13) applies. This requirement is to procure a quantity of 13 Antennas as spare components in support of the EP-3E JCC, and Spiral 3 configured aircraft. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1. It has been determined that NURAD TECHNOLOGIES, INC. is the manufacturer of these products with proprietary property. The proprietary property is not available from the government to be provided for this procurement. The basis for restricting competition is the lack of detailed drawings/specifications, test procedures and Automated Test Procedures (ATP) in addition to duplicative costs and time that would be required to reverse engineer the system. Since this is a sole source procurement, a solicitation will not be posted to the internet. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
