- This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Sanctuary West Coast Regional Office located in Monterey, CA 93940 on a sole source basis with California State University, Sacramento. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed contract will provide funds for the California and the World's Ocean (CWO) Conference for exhibit space, logistical, A/V and speaker support for the conference. As a major sponsor NOAA will receive the following: •Membership in the oversight steering committee •Opportunities to design conference sessions on climate change and marine spatial planning •Admittance of six NOAA participants (including all meals and materials) •one VIP table reserved for NOAA at all general session meal functions •one VIP table reserved for NOAA at the evening reception on September 9, 2010 •two adjoining exhibit spaces in prime location (6' skirted table, two chairs, and 8.5" x 11" table top sign) •3 additional adjoining exhibit spaces in prime locations - each exhibit includes admittance of (1) additional person to staff exhibit table and exhibit space (6' table, 1 chair and an 8.5" x 11" table top sign). •a full-page 2-color advertisement in the program booklet •opportunity to hang one NOAA banner (4' x 8') in the Conference registration area •NOAA information displayed on event signage at the Conference •NOAA information displayed on the Conference website California State University, Sacramento has been designated as the sole agent by the State of California Natural Resources Agency and the California Ocean Protection Council for the purposes of the CWO conference 2010. The Government intends to negotiate a firm fixed price contract with the period of performance commencing approximately Sept 7, 2010 through Sept 10, 2010. The NAICS code for this procurement is 541990 with a corresponding size standard of $7.0M. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only California State University, Sacramento can provide these services. However, other potential sources with the expertise and required capabilities to provide these services may submit such data which demonstrates the technical requirements stated above no later than 10 calendar days from the date of the posting of this announcement. This data must include sufficient information to allow NOAA to evaluate the proposal relative to the technical requirements stated above. This is a simplified acquisition estimated value not to exceed $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
