- Solicitation Package Solicitation packages must be submitted electronically via e-mail to mwright@fs.fed.gov. Solicitation packages which are not in compliance with the RFQ will be deemed non responsive and will not be evaluated. Telephone inquiries WILL NOT BE ENTERTAINED. Any and all questions related to this solicitation must be submitted in written format (via e-mail) to mwright@fs.fed.gov. All documentation shall become the property of the Government. Firms responding must indicate the following information: Indicate the business size: small business or small disadvantaged business, veteran owned small business or HUB Zone certified. All offerors must submit your offer and technical information that demonstrates that all capabilities are met. This is a combined synopsis/solicitation for commercial supply/services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested. All prospective quoters are responsible for monitoring the site for release of amendments (if any) or other information pertaining to this solicitation. The Government intends to award a contract that best conforms IAW Performance Work Statement in the attached document and for the following: During the summer of 2010 researchers with the Rocky Mountain Research Station (RMRS) will undertake a data collection study that will track water and retardant drops from all large airtankers in the Forest Service fleet. Devices attached to aircraft will provide information on the location and time of each drop, which will be used in retrospective analyses to ascertain measures of aircraft effectiveness and usage statistics. Coincident with this airtanker drop study, researchers within RMRS will continue to analyze data from previous fire seasons to better understand large airtanker use and effectiveness. The ultimate aim of this research is the ability to identify efficient large airtanker fleet composition for wildfire fighting, and to inform prospective large airtanker purchasing decisions, critical to the agency’s budget. The ability to collect, organize, and synthesize large quantities of geospatial data will be crucial to the success of this research effort..
