- H98210-10-T-0014 The Defense Human Resources Activity (DHRA) intends to award a Sole Source contract to the Uniform Law Commission (ULC), 111 N. Wabash Ave., Suite 1010, Chicago, IL 60602 in accordance with FAR Part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The Federal Voting Assistance Program (FVAP) requires education and outreach for States' enactment of the Uniform Military and Overseas Voters Act (UMOVA) at 6 national or regional election official events. Conduct State specific education and outreach for two of the following States: California, New York, Florida, Pennsylvania, Illinois, and Texas. Create and maintain a separate website with pertinent information regarding UMOVA. Develop and, as necessary, revise press kit materials, including copies of UMOVA, maps, articles and press clippings related to the Act. Distribute these materials at all outreach meetings and make them available through the Act's website. This notice is not a request for competitive quotes. However, any party that believes it is capable of meeting this requirement as stated herein and in the attached Statement of Work (SOW) may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This procurement is being conducted under simplified acquisition procedures in accordance with FAR Part 12 and Part 13. This action incorporates provisions and clauses that are in effect through Federal Acquisition Circulars 2005-40 Effective 13 May 2010 and DCN 20100608.
