- Description
- The Avionics Department (AIR-4.5) is procuring engineering and technical support services (ETSS) for programs within, and supported by, the Special Surveillance Programs Office (SSPO). The SSPO develops advanced sensors (Acoustics, Electro-Optical, Radar, Magnetics, and other special sensors) and persistent surveillance systems. The purpose of these sensors and surveillance systems is to support a variety of OCONUS Contingency Operations (OCO) missions for persistent surveillance. The SSPO is also responsible for rapid turn-around research, development, and prototyping to demonstrate advanced sensors/payloads for persistent surveillance. Engineering and technical support services are required to assist the SSPO in providing rapid, affordable, limited quantity procurement (LQP) of select Navy airborne and land-based systems. These systems include small and medium sized autonomous airborne surveillance systems such as Arrow, Aerosonde, Scan Eagle, Mako, Silver Fox, and TigerShark, as well as ground sensor systems such as the Remote Observation Post (ROP), Portable Cooled Infrared Kit (PCIRK), and P417. The objective of this procurement is to ensure engineering and technical support services are in place to support SSPO as they upgrade the capabilities of these multiple systems using emerging electronics, avionics, detection, and sensor technologies. Engineering and technical support services are also required to provide support for advanced ground control station (GCS) shelters efforts that support common communication platforms. This procurement is issued as a sole-source 8(a) procurement under FAR part 19.8 and Section 8(a) of the Small Business Act (15 USC 637(a)(1)). This will be a Cost Plus Fixed Fee effort.
