Draft Performance Work Statement TYPE OF ANNOUNCEMENT: Presolicitation Notice for Solicitation FA8601-10-R-0058 NOTE: A sources sought notice for this requirement was originally posted to the Federal Business Opportunities (FedBizOpps) website under solicitation number FA8601-10-R-0058 26 April 2010. All further information regarding this requirement will be posted under FA8601-10-R-0058. This is a Presolicitation Notice regarding Fuels Management Services to be performed at Wright-Patterson Air Force Base (WPAFB). The Government is in no way obligated to do business with or to enter into any form of contractual relationship with any person, firm or entity that receives this announcement, submits inquiries pursuant to this announcement or otherwise responds to this announcement. The Government anticipates issuing a request for proposals (RFP) approximately 19 July 2010 to include detailed information on competition, sub-contracting, source selection, evaluation factors, etc., as applicable. Should an RFP be issued, it will be issued electronically under this announcement number on the FedBizOpps website. All prospective contractors must be registered in the Contractor Registration (CCR) database in order to be eligible for award. Information concerning CCR registration requirements may be viewed via the Internet at http://www.ccr.gov or by calling the CCR Registration Center at 1-888-227-2423. In addition, it is anticipated that a pre-award clearance will be required to ensure no contract is entered into with a person who has been found ineligible by the Deputy Assistant Secretary of Labor for reasons of noncompliance with the requirements of Executive Order 11246 concerning Equal Opportunity. In an effort to speed up the award process when the time comes, all interested parties are requested to verify that their companies have been found to be "In Compliance" with the Equal Employment Opportunity (EEO) regulations by the Office of Federal Contract Compliance Programs (OFCCP) office within the last two years. This can be verified by accessing the OFCCP National Pre-award Registry at http://www.dol-esa.gov/preaward/. EXISTING CONTRACT INFORMATION: These services are currently provided under the DO-C9 RATED contract FA8601-06-C-0001, which expires 30 Sept 2010. The North American Industry Classification System (NAICS) Code is 561210. The estimated value of the current contract (including its 9-month base year period and four 12-month option year periods) is $8,000,000. The contract is non-commercial, firm fixed price and set-aside for small businesses. The current contractor fuels incoming and outgoing aircraft, tests the fuels and maintains the fuel farm on the Base. DESCRIPTION OF REQUIREMENT: It is anticipated that the contemplated requirement will again be a 100% small business set-aside with a 1-year base period and four 1-year options. It is anticipated that the period of performance will begin 1 October 2010 with a 20-day orientation period beginning 10 September 2010. The anticipated contract will be COMMERCIAL and DO-C9 RATED. A rated contract demands priority attention from the successful offeror. The NEW NAICS will be 488190. The small business threshold for this NAICS is $7,000,000. The basic required services will remain unchanged from the current contract; however the following stipulations are new. The Contractor's Representative shall now be required to be a graduate of the Air Force Petroleum Logistics Management Course, J3AZR2F091-00AA in accordance with AFI 23-201, Paragraph 1.2.3, prior to the start of the contract. The contractor shall also provide his/her own general purpose vehicle(s) with towing capacity and pintle hook. The contractor owned vehicle(s) shall be registered with WPAFB's Security Police prior to flight-line use. In accordance with 40 CFR 247.2, there is also a new green procurement requirement. After award of the contract, the contractor shall be required to submit a completed FORM DD254, Quality Control Plan, Site Spill Plan, a Safety and Health Plan and Site Safety Checklist. The successful offeror shall also be required to obtain a Technical Order Distribution Account (TODA) and maintain liability insurance throughout the life of the contract. Obtaining facility clearance and individual security clearances for personnel is an additional contractor responsibility. SITE VISIT: A site visit will be scheduled.
