Description
1. The Aeronautical Systems Center (ASC), 670 Aeronautical System Squadron (670 AESS), Wright-Patterson AFB OH is soliciting information to identify possible solutions to provide a Non-Line-of-Sight (XLOS) sensor. The XLOS project is part of the overall Battlefield Airmen Operations Kit (BAO Kit) program, which is in support of Air Force Special Operations Command (AFSOC) dismounted users. This Request For Information (RFI) is issued for informational purposes only and does not constitute a solicitation or commit from the government to award a contract now or in the future. Submitting information for this RFI is voluntary, and participants will not be compensated. Vendors who wish to be included in the program must be able to hold and handle classified material and equipment. 2. The XLOS component addresses the capability gap of a joint forces requirement for intelligence, surveillance, and reconnaissance (ISR) assets with appropriate sensors to penetrate and operate with persistence in enemy airspace. XLOS will provide accurate, timely, and target-quality data to decision makers. Penetrating ISR forces should incorporate a diverse, integrated range of sensors to support the detection, classification, identification, precise geo-location, and characterization of objects of interest. The XLOS system must operate in day/night and adverse weather as well as denied battle space. XLOS will enable Joint Forces to target and engage with precision, and assess the results of the engagements. 3. Respondents to this RFI should describe their ability to meet and/or exceed the following objectives: a) XLOS is capable to geo-locate targets. b) XLOS is capable of being employed and recovered in tactical environment so it can be re-deployed. c) XLOS is capable to provide RF passive detection and geo-locate specified targets. d) XLOS is capable of acquiring and tracking a human sized moved or moving target in day or night conditions. e) Sensor packages and platforms shall have modular payloads that require no more than 1 minute to change. Exchange of payloads will be accomplished in limited light, conditions, unaided, with MOPP gloves, and require no additional tools. f) XLOS data and communications in transit and data at rest must be protected from interception. g) XLOS is Net-Ready. Securely communicates target(s) information to the BAO Kit Small Wearable computer. h) XLOS will be multi-band, multi-frequency programmable to utilize available portions of the global frequency spectrum with programmable frequency spacing. i) XLOS' power source shall allow restoration of maximum mission energy state within the current BATMAV turnaround time (less than 1 minute). j) No degradation in current BATMAV system performance parameters. Once employed, the operator shall be able to select either manual or autonomous control of the XLOS to: Move to a location, maintain position, cue to multiple locations, track, target, and loiter (e.g. maintain sensor lock on a coordinate or object while remaining in the vicinity), reorient and employ system sensors to maintain target contact. In the event of a loss of link the XLOS system shall move to an operator definable rally point. During operations XLOS shall be able to employ power consumption monitoring. k) XLOS platform will be able to determine wind speed and direction, cloud height, visibility, humidity, temperature, barometric pressure, and density altitude. XLOS shall be able to display, allow operator modification, and export data in a user defined format to the BAO kit system for external exploitation. l) The system shall fit in or attach to the assault/strike sized rucksack while using the following primary equipment: BAO kit System (e.g., PRC-117G radio w/accessories, small wearable computer w/accessories, LOS-S or equivalent, BAO Power Generation and Management system, Human I/O w/accessories, water (3 L), and poncho/poncho liner combo). Note: ALICE Field Pack Size 22" X 20" X 19": Load Capacity: 70 lbs. Camelback backpack is a Three Day Assault Pack Size 20.5" H x 13" W x 6.75" D. 4. Two (2) paper copies should be submitted to the program office as outline here and in paragraph 5. Paper copies must be clearly marked "Proprietary/Competition Sensitive Information" on the cover sheets and, in close proximity to this type of information, on each applicable page. Proprietary/Competition sensitive information will be protected from disclosure. E-mail copies of the paper submittal will also be accepted. In this case, only one e-mail is sufficient. 5. Responses shall be received no later than 30 Jun 2010.
