- The Defense Threat Reduction Agency (DTRA) hereby gives notice of intent to award a sole source Indefinite Delivery/Indefinite Quantity contract to Sensor Technology Engineering, Inc., 5553 Hollister Ave., #1, Santa Barbara, CA 93117, to procure Handheld Radiation Monitors (HRMs), Linear Radiation Monitors (LRMs), and RadPacks. The estimated award date is September 1, 2010, and the ordering period will be 5 years. The radiation sensors need to satisfy the following requirements to be considered technically proficient: : •· The Radiation Pager, also called Handheld Radiation Monitor (HRM) must weigh less than 1 pound and, be capable of being worn as a low-visibility pager. The user display must be easy to interpret. The unit must alarm reliably, with limited false alarms, when the operator enters a region exhibiting enhanced neutron or gamma activity. The alarm type (gamma or neutron) must be clearly indicated. The alarm response time must be on the order of one second. The gamma sensor must be sensitive to photons in the range of 45keV to 3.0MeV and must provide for the detection equivalent of a 0.5x1.5" Cesium Iodide (CsI) detector. The neutron sensor must provide, at a minimum, the detection capability equivalent to 3 in 3 of He-3 at 3 atmospheres. The sensor must be able to operate in temperatures ranging from -25 to 50º C. The unit must be able to operate for 1 month continuously without having to change batteries. •· The backpack configuration, also called RadPack, must weigh less than 15 pounds and fit into a standard size backpack. The user interface must be easy to use and be tethered to the unit. The unit must alarm reliably, with fewer than 1 in 1000 false alarms, when the operator enters a region exhibiting enhanced neutron or gamma activity. The gamma sensor must be sensitive to photons in the range of 45keV to 3.0MeV and must provide for the detection equivalent of a 0.5x1.5" Cesium Iodide (CsI) detector. The neutron sensor assembly must provide, at a minimum, the detection capability equivalent to 170 in 3 of He-3 at 3 atmospheres. The cross talk between the gamma and neutron channels must be less than 10 -5. Sensor elements should, as much as possible, be interchangeable with those used by the linear radiation detector. •· The linear radiation detector system, also called LRM, must be sensitive to neutrons and gammas. The unit must consist of multiple sensors distributed over a length of 50 feet, at least. The unit must provide a clear visual indication as to which sensor generated the alarm, providing the user with a localization capability. The unit must be able to operate in a single mode where the unit shows the response of individual detectors and in totalize mode where the response of each detector is summed, thereby increasing sensitivity. The user interface must be easy to use and be tethered to the unit. The unit must alarm reliably when the operators enters a region exhibiting enhanced neutron or gamma activity. The gamma sensor must be sensitive to photons in the range 45keV to 3.0MeV and must provide for the detection equivalent of a 0.5x1.5" Cesium Iodide (CsI) detector in totalize mode. The neutron sensor must provide, at a minimum, the detection capability equivalent to 170 in 3 of He 3 at 3 atmospheres. Sensor elements should, as much as possible, be interchangeable with those used in the backpack configuration. Please do not request a copy of a solicitation. This notice is not a request for competitive proposals, nor is it a solicitation of offers. Any response to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, and any detector information provided must meet the specific technical standards outlined listed above. DO NOT SEND SAMPLE ITEMS. If technical proficiency is determined based on written capabilities, the Government may request a sample device for testing. Details regarding testing will be provided to technically proficient vendors. Written communication received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government to not compete this requirement based on responses to this notice is solely within the discretion of the Government. THIS SYNOPSIS DOES NOT COMMIT THE GOVERNMENT TO CONTRACT FOR ANY SUPPLY OR SERVICE. THE GOVERNMENT WILL NOT PAY FOR ANY INFORMATION OR ADMINISTRATIVE COSTS INCURRED IN RESPONSE TO THIS SYNOPSIS.
