Description

The Internal Revenue Service (IRS) intends to award a sole source purchase order to Bureau van Dijk Electronic Publishing, Inc., for the purchase of Orbis and TP Catalyst database subscription services. These services have been determined to meet the definition of commercial items in accordance with Part 2.101 of the Federal Acquisition Regulation. The IRS' requires the brand names, "Orbis and TP Catalyst" from Bureau van Dijk because it is the only company offering this comprehensive service for computing financial returns of uncontrolled privately held foreign companies. Vendors who can provide the required services at prices, terms and conditions equal to or better than those which can be provided by Bureau van Dijk Electronic Publishing, Inc., should submit clear and convincing data in writing substantiating an ability to furnish the entire requirement. Telephonic inquiries will not be accepted. Responses to this notice must be received by this office by 10:00 a.m., EST, June 21, 2010. Responses should be sent to: Internal Revenue Service, Office of Procurement, 6009 Oxon Hill Road, Oxon Hill, MD 20745, Attn: Leona M. Brown, OS:A:P:I:F:B or they may be e-mailed to leona.m.brown@irs.gov or faxed to (202) 283-7031. These responses may not exceed 10 pages. If a response is received that meets the IRS' requirements and analysis of both technical and pricing documentation indicate that a competitive acquisition would be more advantageous to the Government, a formal solicitation may be issued. Currently, no solicitation document exists for this requirement. Requests for same will be considered non-responsive. The reference number for this announcement is Y-0-Y2-51-AC-I20. If no compelling responses are received, award will be made to Bureau van Dijk Electronic Publishing, Inc.
