- Department of Veterans Affairs, Office of Information and Technology (OI&T), Office of Enterprise Development (OED) - Program Management Analyst Support Services (PMASS) THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THE PURPOSE OF THIS ANNOUNCEMENT IS FOR MARKET RESEARCH PURPOSES ONLY. RESPONSES TO THIS ANNOUNCEMENT WILL BE USED BY THE GOVERNMENT TO MAKE APPROPRIATE ACQUISITION DECISIONS. A SUBSEQUENT SOLICITATION ANNOUNCEMENT MAY FOLLOW. RESPONSES TO THIS ANNOUNCEMENT WILL NOT BE CONSIDERED AS AN ADEQUATE RESPONSE TO ANY FUTURE ANNOUNCEMENT. This is a Sources Sought notice for support services to assist OI&T collection, reporting, and monitoring both the status of the 13 Major IT Initiatives and the Program Management Accountability System (PMAS) information for OED. The VA instituted the PMAS, a strategic management process to plan and manage VA health information technology initiatives. The VA Secretary initiated the "Transition to the 21st Century' designed to transform VA's delivery system, which includes several IT initiatives. In order to comply with the oversight requirements of the PMAS, OI&T programs and projects must maintain and regularly report on their progress and status. This reporting must include not only technical progress, but also contractual and financial status. It is critical that the Program Management Office (PMO) and Program Managers maintain current and accurate programmatic and financial views of their initiatives, ensuring that they are properly aligned with enterprise goals and direction. The contractor shall provide for Program Management Analyst Support Services (PMASS) to support OED's PMO in a variety of complex financial and programmatic tasks. These services potentially support core PMO services, as well as report on progress made in programmatic development, maintenance, enhancement, and sustainment activities. The PMO is still finalizing organizational construct, but for purposes of the task, the contractor should assume that the following programs and projects under the following key initiatives will be addressed: Eliminate Veteran Homelessness (EVH), Veteran Benefits Management System (VBMS), Automated GI Bill Benefits (GIBILL), Virtual Lifetime Electronic Records (VLER), Veteran Mental Health (IVMH), Veterans Relationship Management (VRM), New Health Care Model (NHCM), Access for Veterans (ACCESS), Ensure Preparedness, Enabling System to Drive Performance, Integrated Operating Model, Human Capital Improvement Plan (HCIP), Research and Development. Place of Performance: The place of performance shall be at contractor facilities within the Continental United States (CONUS). It is requested that any interested party submit the information required below via email to the point of contact listed at this bottom of this announcement. This request for information, or "sources sought," shall not be construed as a Request for Proposal. Information is to be provided on a voluntary basis.
