Description
The National Park Service is soliciting interested and qualified parties for the award of an Indefinite Quantity/Indefinite Delivery (IDIQ) contract to repair, remove and/or replace, or install new barbed wire or wildlife fencing as needed on lands within the boundaries of Point Reyes National Seashore (PRNS) or PRNS managed lands of Golden Gate National Recreation Area. The Seashore is located in central California, in western Marin County, approximately 40 miles northwest of the city of San Francisco. The Seashore includes beaches, coastal cliffs and headlands, marine terraces, coastal uplands, woodlands and forests. Project area lands fall under one of two management zones: Natural Resource Zones (pastoral lands, natural landscape areas, sensitive resources, designated wilderness, and marine reserves) or Historic Resource Zones (historic ranches). Fencing locations may vary within these areas and are categorized as follows: 1) flat, with direct access by vehicle; 2) low gradient hills; 3) steep hillslopes; 4) brushy; and/or 5) water crossings. Fences shall be constructed with High Tensile Barbed Wire - five wire, four feet high, using metal T-posts at 10' spacing with a wooden post every sixth post (inline posts). The top and bottom wire shall be 12.5 gauge barbless stranded wire. The middle three wires shall be 15.5 gauge high tensile barbed wire. Single H Braces shall be installed at ends, both sides of gates, and at a maximum of 300 foot intervals. Double H Braces shall be installed at direction changes and major slope changes. Rise and Dip Posts shall be installed as needed. All posts shall be solidly set or driven in compacted soil to a depth of 3.5 feet. The height to the top wire shall be 48 inches and wire spacing from the ground up shall be in inches: 10, 9, 9, 9, 10. The height of all posts after installation shall be 4.5 feet. The Seashore anticipates 1-3 projects per year at a range between $5,000-$50,000. No individual project order is anticipated to exceed $100,000. The resulting contract will be awarded for a period of one year with options to renew three additional years. Award selection will be based on a Best Value determination made after consideration of price and factors other than price (previous experience, past performance, etc) as outlined in the solicitation). The Request for Proposal (RFP) will be available via electronic commerce only and may be accessed on/about July 1, 2010 at either http://www.fbo.gov or directly through the DOI National Business Center website at http://ideasec.nbc.gov. The due date for receipt of proposals will be 30 days after the date of issuance of the RFP. The Contractor is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFP. This acquisition is being solicited under the Small Business Competitiveness Demonstration Program Act of 1988 (Title VII, Public Law 100-656) and is unrestricted (full and open competition). The NAICS code is 238990 and the small business size standard is $14.0 million. All responsible sources may submit a proposal which, if timely received, will be considered. The NPS welcomes the participation of small, minority, women, and service-disabled veteran-owned business enterprises capable of fulfilling this requirement.
