Description
The purpose of this Sources Sought/Market Survey is to identify production sources for SPACER, AFT - Drawing number 7497337 and SPACER, FORWARD - Drawing number 7497334. Notice: The Technical Data Package (TDP) associated with the 5/54 Aft Spacer and Forward Spacer is classified as Distribution D limited distribution. Distribution Statement D means that the TDP cannot be distributed on the Internet. This TDP contains technical data whose import is restricted by the arms export control act, (Title 22, U.S.C., SEC 27 51 ET SEQ.) or the Export Administration Act of 1979, as amended titled, 50 U.S.C. APP 2240, ET SEQ. Violations of these export laws are subject to severe criminal penalties. Disseminate IAW provision of DOD Directive 52 30.25. Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the Technical Data Package (at this time only the top drawings are available) (see www.dlis.dla.mil/jcp/ for instructions and information). After receipt of required certification, you must request a copy of the top drawings via email to gail.thompson2@us.army.mil, request MUST include Cage Code, Company Name, Address, Phone, Email address and point of contact. The TDP will then be mailed to those certified offerors. Please allow two weeks for delivery. If expedited receipt of drawings is desired your company Federal Express number can be provided with request. The forward and aft spacers are historically lathe turned and milled aluminum parts machined from ASTM B211 7075 alloy which is tempered to T-651. The forward spacer is a basically cylindrical part approximately 3.67 in diameter and approximately 4.68 long. There are six 1.00 equally spaced blind holes drilled around a centrally located through hole of approximately 0.755 diameter of which one end is threaded 0.897-9 UNC for approximately one third of the holes length. A short protrusion of approximately 0.44 in length is on one end with a diameter of approximately 3.125 and it is threaded externally with 16 threads per inch. The aft spacer is a less complex part and is approximately 3.67 in diameter and approximately 3.50 in length. There are a total of seven blind holes drilled into the part that are approximately 0.750 in diameter, one in the center and the other six equally spaced around the center. Both parts are to be colorlessly chromate coated in accordance with ASTM B449 Class 2 and are to be stencil marked with the drawing number in the area specified on the appropriate drawing. The parts will then be packaged in appropriate packaging which must be approved by the Government. The governments interest would be between 2000-5000 each of the Forward Spacer and 2000-5000 each of the Aft Spacer. An acceptable First Article Inspection is required prior to production. Interested companies should provide minimum production requirements and any production limitations they should also note any significant lead times with equipment or materials associated with production of these lids. Interested companies should respond by providing the government the following information: a brief summary of the companys capabilities (A description of the facilities, personnel experience, and past manufacturing experience as it relates to the above criteria) and availability. A respondent to this survey should be able to show adequate technical and manufacturing capability and good past performance in the machining industry. A respondent to this survey must have a majority of the skills and facilities that are required to manufacture this part. If a respondent does not have adequate resources (technical, Manufacturing, personnel, ect.) available, then they must be able to demonstrate their ability to obtain those resources in a timely fashion. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet these same criteria. All contractors interested in this notice must be registered in the Central Contractor Registration Database. This is a market survey for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the government. The government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. Participation in this effort is strictly voluntary. The government will utilize the information provided only to develop the acquisition strategy for future requirements. All submissions are requested to be made electronically to gail.thompson2@us.army.mil. All submissions shall be submitted no later than 16 July 2010 and identify Forward and Aft Spacers. All information submitted will be held in a confidential status.
