- The project consists essentially of, but is not limited to, the following: Work to consist of converting a segment of Feeder 13 overhead electrical distribution system to an underground distribution. The project consists essentially of, but is not limited to, the following: Work to consist of converting a segment of Feeder 13 overhead electrical distribution system to an underground distribution. This project will require extensive work scheduling, planning, and coordination to minimize system and facility outages. Associated work involves the following areas/disciplines: Cutting and Patching, Environmental Controls, Quality Control, As-Built Records and Drawings, Site Clearing, Earthwork, Underground Ducts and Utility Structures, Hot-mix Asphalt Paving, Portland Concrete Cement Pavement, Topsoil and Seeding, Cast-In-Place Concrete, Topsoil and Seeding, Removal and Disposal of PCBs, Basic Electrical Materials and Methods, Grounding and Bonding, Apparatus Inspection and Testing, Low Voltage Copper Wire and Cable, Shielded Medium Voltage Cables, Medium Voltage Transformers, Precast Manholes, Vaults and Pads, Medium Voltage Switchgear (15KV), Medium Voltage Sectionalizing Enclosures, and Exterior Street Lighting. McChord AFB has an exclusionary period from 01 November through 01 April, during which exterior site restoration work is not permitted. Contractor will be allowed to work during this period; however no exterior site restoration will be permitted. Contractor shall phase work such that any site restoration activities required (e.g. asphalt patching, seeding, etc) occur outside the exclusionary period. Any required roadway crossings done with standard "cut and cover" method shall be done outside the exclusionary period to limit roadway impact. Contractor shall also abide by other weather/temperature restrictions provided elsewhere in the Specifications during this period. There is also a 31-day RODEO 2011 exclusionary period, from approximately 01 Jul 2011 thru 01 Aug 2011 (actual dates to be determined later). During this period, no construction activity will be allowed. All construction material and equipment will be demobilized from the primary project site (may be relocated to the Contractor storage/lay down area) and all site restoration shall be complete before 01 Jul 2011. All trenches shall be backfilled and all surfaces (pavement, ground, etc) restored to original condition prior to 01 Jul 2011. Actual site construction activity shall not recommence until 02 Aug 2011. The North American Industry Classification System (NAICS) code is 237130. The approximate issue date will be 30 June 2010 with an approximate response date of 30 July 2010. The solicitation is a Request for Proposal and will be issued on an unrestricted basis. All firms must be registered with the Contractor Registration (CCR) http://www.ccr.gov in order to be eligible for award. The solicitation will result in a Firm-Fixed Price Contract. Estimated contract performance period is 360 calendar days. All responsible offers will be considered by the agency. The project magnitude is between $1,000,000 and $5,000,000. The entire solicitation, including the specifications and drawings, will be made available only on the Federal Business Opportunities (FedBizOpps) Web Site at http://www.fedbizopps.gov/. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information for downloading their own copy of the solicitation package and drawings. Paper copies will not be available. Once the solicitation is posted, interested parties must review the website frequently for updates and amendments to any and all documents; and verifying the number of amendments issued prior to the due date for proposals. The closing date and time for submission of offers will be contained in the solicitation package. No response to this notice is necessary and no Source List will be maintained by this office. Interested firms should register on the Interested Vendors List on this web site. All potential offerors must obtain a DUNS number and be registered in the Central Contractor Register (CCR) in order to transact business with the Department of Defense (DOD). Lack of registration in the CCR database and failure to obtain a DUNS number will make an offeror ineligible for award. NOTICE TO OFFERORS; FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION/RFP EITHER BEFORE OR AFTER THE BID OPENING/RFP CLOSING DATE.
