- This proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals, however, all information received within fifteen days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers, Mobile District intents to specify the following manufacturers product in the SOF Add/Alter 501B, MacDill AFB, FL project in order to properly manage the high density data center infrastructure required by USSOCOM-J6 in its new data center. Corning Cable Systems LANscape Pretium EDGE product line specific components included optical trunks, harnesses, modules, housings, and jumpers. This project will include the demolition of an existing facility. Construct a multi-story facility (32,000sf) with pre-cast concrete exterior wall panels to match existing Building 501/501A architecture, reinforced concrete foundation on piles, concrete floor slab, structural steel framing, built-up roof, fire protection, assured telecommunication architecture, electrical, mechanical, plumbing, security systems and utilities. Project includes loading dock and receiving area, landscaping, site improvements, demolition, communications infrastructure connecting to Building 501/501A complex and anti-terrorism/force protection (AT/FP) measures. Heating and cooling will be provided. USSOCOM has experienced unprecedented growth since September 11, 2001. The USSOCOM compound is expanding into new buildings and is continually reorganizing. The commands central and primary data center stores electronic data for and directs communications with USSOCOM headquarters as well as all components and units deployed operationally worldwide. This data center is being moved from a first floor location to a second floor location to aid in hurricane survivability and to provide space for increased capacity. As such, the data center was incorporated into the project. The building footprint is constrained and therefore the amount of floor space allotted to the data center, while sufficient for relocating the current equipment and limited growth, has an ultimate space limitation. To mitigate the space constraint, hardware such as high density switching, blade server technology and storage array networks must be utilized. The density of network connections to this equipment is astonishing, with over 700 connections available on a single network switch in one cabinet. The Corning EDGE system product allows for 288 LC duplex connections in a 4 RMU (rack management unit) housing. The associated series of fiber optic trunk cables and connection harnesses are also more flexible due to recent innovations in construction techniques. This flexibility is paramount when routing connections to very densely connected equipment. The 4 RMU housing has several unique features, including slide out trays, slide out modules within those trays, and an LC duplex connector that can be installed with one hand. These features specifically lead to the ability to handle the 100% increase in connector density, when compared to traditional systems. The trunk cable is a unique design and is smaller in diameter than comparable ribbon-type cables. For example, a 144-strand Corning Pretium EDGE is 0.45. The data center will have over 350 trunk cables and this reduced diameter will facilitate the installation and maintenance of the cables and of the cable tray support infrastructure. This request is not a request to be placed on a solicitation mailing list. It is for information only and is not a request for proposal (RFP) or announcement of a solicitation. If no sources exist that can fully meet the requirements contained in this request (100%), then it is the Governments intent to specify Corning Panduit or Ortronics distribution components for use in the SOF Add/Alter 501B, MacDill AFB, FL. Firms interested in being considered shall provide manufacturers name, product data and written statement of compatibility. The written statement of compatibility shall include manufacturer backup information and support documentation. The Government will not pay for any material provided in response to this synopsis nor return the data provided. Costs to test and evaluate acceptable brines shall not be the responsibility of the Government. The results of this synopsis will be considered to be in effect for a period of one year from the date of publication of this notice.
