Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number SBAHQ-10-R-0019 is being issued as a Request for Proposals (RFP) to procure a Video Surveillance and Security System and support for the system after installation. The Small Business Administration (SBA) contemplates awarding one firm, fixed-price Purchase Order. This solicitation is not set aside for small business. The NAICS Code for this requirement is 561621, Security Systems Services (except Locksmiths). The small business size standard is no more than $12.5 Million annual average receipts. Statement of Work Scope of Work The Small Business Administration, Birmingham Disaster Loan Center, has a requirement for a Video Surveillance and Security System and support for the system after installation. Specifications The Video Surveillance and Security System shall be comprised of the following components: a. Access Control Client/Server Software Application (1 Concurrent Client), 1 each b. IP 4 Door System, 3 each c. 12VDC, 2.3A Power Supply w/enclosure and battery ready, 3 each d. Battery, 12V, 7.2AH, 3 each e. Multi-Tech Proximity/Smart Card Reader, Single Gang, FIPS 2101 Approved, 11 each f. Smart Card, 4K, FIPS 2101 Approved, 100 each g. Reader Interface Module, supports Weigand and MS Series Formats, 11 each h. Electric Strike, 12/24/VDC, 11 each i. Electric Power Take-off, 3 each j. Push Button w/Timer, 10 each k. Motion Sensor, 10 each l. 1200 lb. Maglock w/Door Position Switch, 10 each m. Cable, 18 ga., 2 Cond, 5 each n. CAT 5e Black - 1K Box, 7 each o. 3 Megapixel Domes 4.5 - 10 mm, 3 each p. Hemispheric 360, 5 each q. Gateway 12 Channel Software License, 1 each r. Client Software License - Includes License for Up To 4 Clients, 1 each s. PoE Switch, 1 each t. Exit Check - Delayed Egress Lock, 1 each u. Mounts/Brackets/Housings, 1 set All components shall be installed and tested to ensure proper operation. One card reader shall be installed on the front door and the balance of components as required, to complete a fully-operational Video Surveillance and Security System at the SBA Birmingham Disaster Home Loan Service Center, 801 Tom Martin Drive, Suite 120, Birmingham, AL 35211. Contractor shall begin installation no later than 15 days after award and complete installation no later than 90 days after award. Contractor shall provide all manufacturers' warranties to the Government and shall provide maintenance for the system as required for 12 months after the date of award. The following provisions are applicable to this solicitation and are incorporated by reference: 52.212-1 Instructions to Offerors - Commercial Items (Jun 2008) See addenda Instructions for Offer Submission below Instructions for Offer Submission Offers shall be submitted no later than 4:00 P.M., Eastern Standard Time, Monday, June 21, 2010 by e-mail addressed to Mr. Eugene Feinberg, Contract Specialist, at Eugene.Feinberg@sba.gov. In order for offers to be responsive, they must contain for each proposed component of the system, the following accurate and current information: a. The name of the manufacturer of each item b. The item part number c. The unit price for the item d. The total amount for each item e. The total amount for the entire purchase order f. The name and address of the company submitting the offer g. The name, telephone number, and e-mail address of the person responsible for binding the company A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
