- The Department of Veterans Affairs VA Central California Health Care System, Fresno, CA (VACCHCS) is seeking Architectural/Engineering Firms to submit Standard Form (SF) 330 for the design of Project 570-214, design of Building 24 Seismic Corrections at the Fresno VA Campus, Fresno, CA. This is an amendment to the solicitation. Below are the Requests for Information received, and their answers. Also attached are the as built drawings for the building. There are no changes to the proposal requirements. 1.Will the existing areas/spaces of Building 24 be required to be brought into compliance with the Architectural Barriers Act Accessibility Standards, and the Barrier Free Design Guide? In addition will any existing exterior improvements such as walkways, ramps and/or stairs be required to be brought into compliance with these standards? Compliance with Uniform Federal Accessibility Standards (UFAS http://www.access-board.gov/ufas-html/ufas.htm) and the VA Barrier Free Design Guide Supplement. These will be included in the design. 2.Will the existing areas/spaces of Building 24 be required to be brought into compliance with NPFA 101, and other NFPA Fire Codes as referenced in VHA Program Guide PG-18-3? Specifically will the existing fire sprinkler system and fire alarm system currently installed be required to be up-graded should they be found to be non-compliant? Yes 3.Will Building 24 be subjected to the requirements of the VA's Physical Security Design Manual: Mission Critical Facilities? Or will security requirements directed towards the current security systems in place at Building 24? Building 24 is not considered a mission critical building and will not be held to the requirements of VA's Physical Security Design Manual: Mission Critical Facilities. Building 24 will be subjected to the requirements of the Physical Security Design Manual: Life Safety Protected Facilities. 4.Who are the structural engineers familiar with the Fresno Campus that have been involved with successful projects in the past? There are no specific structural engineers that we can/will recommend. We have not been able to determine what firm did the structural drawings, and in what year. 5.Who are the other engineers and/or specialists that you work with regularly (civil, mechanical, electrical, geotechnical, fire life safety, etc)? There are no specific engineers or specialists that we can/will recommend. 6.Would it be possible for us to speak with Travis Horn before submitting our proposal? If so, could you please provide his contact information? The only way to get information prior to the proposal due date is through the contracting officer. 7.Are there any proprietary systems/vendors you expect to involve (existing Fire Alarm, elevator manufacturer, direct digital control system, etc)? DDC system is Johnson Controls (Metasys). Fire Alarm System is Simplex Grinnell, elevator system is not proprietary. 8."Clinical research space" is listed in the solicitation. Is it clinical space where patients are seen, laboratory "bench" space with sinks and equipment, general office space or some combination? All new spaces are considered non-patient care areas. The VA expects that the majority of the space is developed as offices/conference space. 9.Does the 150 mile geographic restriction apply to our proposed sub-consultants? The 150 mile geographic restriction applies to the prime contractor only. 10.Will Planetree familiarity be a selection criteria? This is not specifically required by the SOW and will not factor into the selection criteria.
