Description
***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Kipp & Zonen USA Inc., 125 Wilbur Place, Bohemia, NY 11716 for a 2AP Sun Tracker 115230 VAC and shade ball assembly. The sole source determination is based on NOAA's market research showing that no other sources are able to meet the requirement for long-term performance related to durability and accuracy during continuous unattended operation and will provide statistically relevant intercomparibility data with NOAA's existing network. The tracker uses "active tracking" when the sun is out and an algorithm when the sun is not out. Active tracking cannot be trusted because the tracker can easily be "fooled" by atmospheric phenomenon such as silver linings and the quadrant sensor can get dirty. Tracking algorithms are good enough. This is the only supplier of a tracker that allows the tracking option to be set. Other suppliers cannot be modified and also only provide room for only two direct solar sensors (those that point directly at the sun). For climate monitoring, NOAA requires redundancy in that measurement plus room for a sun photometer. That requires three positions. The same goes for the shade platform. Two instruments need to be shaded (the diffuse pyranometer and the up-pointing pyrgeometer). Delivery is required on or before 6 weeks after receipt of order (ARO). ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 10 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
