Description
The project consists essentially of, but is not limited to, the following: Work to consist of removal of existing site luminaires, selected lighting poles, and provision of luminaires and poles in the McChord Field historic district. Also include are underground lighting circuits and surface restoration. McChord AFB has an exclusionary period from 01 November through 01 April, during which exterior site restoration work is not permitted. Contractor will be allowed to work during this period; however no exterior site restoration will be permitted. Contractor shall phase work such that any site restoration activities required (e.g. asphalt patching, seeding, etc) occur outside the exclusionary period. Any required roadway crossings done with standard "cut and cover" method shall be done outside the exclusionary period to limit roadway impact. Contractor shall also abide by other weather/temperature restrictions provided elsewhere in the Specifications during this period. The work site will be in use during the on-site work period. The Contractor shall provide safety barricades to protect the public from construction operations. Worksite shall be secured and made safe at the end of the work period each day. Provide temporary pedestrian and vehicle detour routes around affected areas as the work progresses. The North American Industry Classification System (NAICS) code is 237130. The approximate issue date will be 1 July 2010 with an approximate response date of 2 August 2010. The solicitation is a Request for Proposal and will be issued on an unrestricted basis. All firms must be registered with the Contractor Registration (CCR) http://www.ccr.gov in order to be eligible for award. The solicitation will result in a Firm-Fixed Price Contract. Estimated contract performance period is 240 calendar days. All responsible offers will be considered by the agency. The project magnitude is between $1,000,000 and $5,000,000. The entire solicitation, including the specifications, will be made available only on the Federal Business Opportunities (FBO) Web Site at http://www.fedbizopps.gov. The solicitation can be accessed by following the links on the FBO website to: USAF Offices, Air Mobility Command, 62 CONS. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. All prospective offerors interested in submitting a proposal on this solicitation must have a commercial and government entity code (CAGE Code). Telephone and fax requests will not be honored. All potential sources must obtain a DUNS number, register in the Central Contractor Register (CCR), and register with Online Representation and Certifications Application (OCRA) Website (www.orca.bpn.gov) in order to transact business with the Department of Defense (DoD). Failure to obtain a DUNS number, register in the CCR, and register with ORCA may result in the delay of award of a contract or possible award to the next otherwise successful offeror who is registered in the CCR and/or ORCA at the time of award. NOTICE TO OFFERORS; FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION/RFP EITHER BEFORE OR AFTER THE BID OPENING/RFP CLOSING DATE. The closing date and time of submission of offers will be contained within the solicitation package. No response to this notice is necessary and no Source List will be maintained.
