- VOYAGER INTEGRATED LIBRARY SYSTEM REMOTE HOSTING The Department of State intends to procure, on a sole source basis, hardware, software and services necessary to set up remote hosting for the Ralph J. Bunche Library's Voyager Integrated Library system. As outlined below, this service is deemed only available from ExLibris. The remote hosting service must be able to remote host the Library's current Integrated Library System, Voyager. The Voyager system consists of a client server system running ExLibris's Voyager software with a Unix operating system on an Oracle platform with a web based online public access catalog interface known as WebVoyage. Only Ex Libris is able to fulfill this requirement because the Voyager software is proprietary to Ex Libris and only Ex Libris' remote hosting services are compatible with the existing Voyager system. Contracting with ExLibris will ensure that all the Department's library system services can be maintained by a single vendor for a seamless interface among services and in the most efficient and cost effective manner possible. The Bunche Library already has a Voyager software maintenance service with ExLibris to resolve technical problems with the Voyager client/server software without any additional cost. The software maintenance service also includes free upgrades to the Voyager system, which are needed to keep the Library's Voyager integrated library system robust and up-to-date with the latest functionality. Since ExLibris currently has no access to DoS servers, costly onsite visits are required for software upgrades and troubleshooting that would otherwise be included in the software maintenance costs. With the Voyager system remote hosted, ExLibris can easily access the dedicated DoS server and can provide the DoS with maximized efficiencies and reduced costs for software maintenance as well as remote hosting services for the Voyager Integrated Library System. DESCRIPTION OF WORK The Bunche Library, Department of State, is seeking to remote host their Voyager system, including support of the WebVoyage user interface to the system. The vendor shall provide hosting of the Bunche Library's Voyager system at a remote location. The remote hosting effort includes creating a separate Voyager database for International Information Programs (IIP). The hosted system shall consist of two separate databases: the Bunche Library database and the new International Information Programs (IIP) database. These two databases shall be partitioned, but configured to run jointly on the Bunche Library's existing licensed ExLibris Voyager software. The two databases shall be configured so that the Bunche Library database and IIP database can be searched separately and also be searched simultaneously to retrieve a single set of search results. The vendor shall provide hardware and hardware support to run an Oracle based client server Voyager system using the Solaris 10 Unix or Red Hat Linux operating system. Access to the server(s) by ExLibris, the software vendor for Voyager, shall be allowed in order to troubleshoot software problems and perform installation of services packs and new releases of the Voyager software. This remote hosting service shall be a secure, comprehensive hardware and hardware support solution that shall also include: Disaster recovery Production hardware platform Platinum hardware maintenance On-site spare parts 24 x 7 professional operators for monitoring service for hardware and operating system software Centralized backup facilities Redundant environmental systems (power, cooling, and humidity) Robust UPS facilities Diesel power generators (independent power plant) No fewer than 3 ISPs proving OC3 level bandwidth to the facility with load balancing Redundant firewalls Redundant routers Highly secure datacenter The service shall also provide nightly backups and Oracle exports of the database along with secure, off-site storage for the backups. The vendor shall provide prior notification to the Bunche Library of any events or procedures that could or would affect response time or access to services provided to Bunche Library. ADDITIONAL SECURITY REQUIREMENTS The Bureau of Administration, Global Information Services, Office of Information Programs and Services, Archiving and Access Systems Management Division will assume the Information Systems Security Officer (ISSO) responsibilities for Voyager and provide ongoing support for the virtual server access to Voyager. The vendor shall be responsible for providing information security protections commensurate with the risk and magnitude of the harm resulting from the unauthorized access, use, disclosure, modification, of destruction of information collected or maintained by or on behalf of the Department of State and information systems used or operated by the Department of State or by the vendor on behalf of the Department of State. The vendor shall provide a dedicated server for remote hosting of the Department of State's Voyager system. This server shall be for the exclusive use of the Department of State database and WebVoyage online catalog and shall not include data from any other customer nor shall access be provided to the Department of State dedicated server for any customer other than the Department of State. The vendor shall not outsource the maintenance of the DoS Voyager dedicated server to any party outside the United States of America without written consent from the Department of State. The vendor shall not move the physical location of the DoS Voyager dedicated server to a location outside the United States of America without written consent from the Department of State. The vendor shall establish and maintain an SSH tunnel to the Department of State Voyager virtual server that shall include all 70XX ports for Voyager clients, port 1521 for ODBC access for report generation (Voyager Access), and the 80XX ports for WebVoyage. The vendor shall not initiate any connections to the Department of State network. The Department of State agrees that it will configure the firewall to allow traffic to flow back to the Voyager client initiated within the Department of State DMZ. OWNERSHIP OF CONTENT The Ralph J. Bunche Library, U.S. Department of State, will be the owner of all content created and updated by the vendor.
