- RECOVERY - External Policy Education - Human Subjects RECOVERY ACT ACTION THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY UNDER THE OFFICE OF EXTRAMURAL RESEARCH DIVISON OF LOAN REPAYMENT PROGRAM SUPPORT UNDER DISCOVERY LOGIC (DUNS # 037201378) CONTRACT NUMBER HHSN-276-2007-00235U. In accordance with FAR Part 5.7 Publicizing Requirements under the American Recovery and Reinvestment Act, this is a notification of a modification to an existing, competitively awarded fixed price delivery order using American Recovery and Reinvestment Act (ARRA) funding. This contract is to provide the eRA application community with proficient enterprise-level operations related products and services. It is the intent of the National Institutes of Health (NIH) to modify purchase order number HHSN-276-2007-00235U with Discovery Logic, Inc. (DUNS 037201378). Currently, the Vendor provides Financial and Auditing Services to the Division of Loan Repayment Program, Office of Extramural Research (OER) to enhance the loan repayment services. As a result of ARRA funding, the NIH believes that the system improvements can be executed in a timely fashion allowing enhanced user support. The purpose of this modification is to acquire Evaluation Analysis and Reports support for the Office of the Director (OD), Office of Extramural Research (OER), Office of Extramural Programs (OEP) that requires an analysis of the outcomes of ARRA RC1 Bioethics Challenge Grants and grants resulting from other NIH bioethics funding opportunity announcements (FOAs). Period of Performance June 11, 2010 - September 30, 2010 The activities and labor categories are within the scope of the existing contract and do not constitute new work. The contractor shall provide resources in quantities and timelines in accordance with, and as notified by, the current ordering processes of the Project Officer to meet agency demands for surge support. Labor Categories and Descriptions Below are the labor categories and descriptions from the existing master contract that may be required under this task order: Project Manager Provide issues management, risk management, technical dependency management, maintains and updates project schedules, level of effort estimating, and manage incident and error control. Database Administrator Update and maintain the current eRA Data Administration function and documentation, support the eRA Data Administration function, assess the current Database Administration function and documentation, provide expert guidance and support for resolving database performance issues, support the Database Administration function, and maintain the eRA Data Model. System Administrator Provide support for network services, act as the first line of system problem identification, diagnosis and resolution, assess and enhance the current eRA database design and construct, provide architecture and infrastructure expertise in support of design, implementation and maintenance, provide the eRA application system administration function, support the eRA security program, support system and database capacity planning and measurement.
