Description
The Naval Research Laboratory (NRL) has a requirement for highly skilled personnel to provide technical and managerial tasks required to accomplish the sustaining Engineering (SE) required for the continued development and maintenance of NRL space systems/subsystems, communication systems, tracking systems and other related equipment and systems. The primary objective is to provide space system engineering and technical services that include: (i) providing conceptual design of spaceflight structures, mechanisms, subassemblies, electronics, antennas, software and Aerospace Ground Equipment (AGE), (ii) providing space vehicle prototype, fabricating, assembling, and processing services; (iii) developing, testing and maintaining space vehicle propulsion systems, attitude control systems (ACS), thermal control systems (TCS), power systems, telemetry, tracking and command systems, radio frequency systems, software and harness systems; (iv) design verification and environmental testing activities; and (v) designing and integrating electromechanical interfaces between both manned and unmanned Naval Center for Space Technology (NCST) space vehicles and various launch vehicles. The secondary objective is for the Contractor to provide mechanical, electrical, electromechanical and software design, development, fabrication, assembly, test, integration, inspection, and maintenance support services for all new and modified space system structures, mechanisms, electronics, and space subassemblies. A complete Statement of Work (SOW) will be available as part of the solicitation. A Cost Plus Fixed Fee (CPFF) term type contract is anticipated. The period of performance for this effort will be a base year of twelve months, with four one-year options. The incumbent contractor is Honeywell Technology Solutions, Inc. 7000 Columbia Gateway Dr., Columbia, MD 21046 under Contract Number N00173-00-C-2047. It is anticipated that only one award will result from this procurement. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. The actual closing date for proposals will be stated in the solicitation when issued. Any resultant contract will be DO Rated under the Defense Priorities and Allocations System (DPAS). All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
