- NASA/JSC is hereby soliciting information about potential sources for Engineerinig& Operations for Space Vision System & Laser Camera System.NASA/JSC plans to issue a sole-source modification for a 3-month extension with three (3)1-month options to the current Space Vision System (SVS) and Laser Camera System (LCS),NNJ06VA03C, with the Canadian Commercial Corporation/Neptec Design Group Ltd. Thecontract currently ends September 30, 2010. The contract provides Space Vision and LaserCamera services to the Space Shuttle and International Space Station Program, whichincludes performing systems design,development, production, operations knowledge andsustaining engineering of hardware and software, and ground and space operations supportneeded to support the space vision and laser camera operation activities as required bythe Statement of Work (SOW). The SVS enables astronauts to perform precise positioningof objects attached to the space shuttle and space station robotic arms. The LCS is alaser-based imaging system which can be used for tracking, scanning, or ranging. The LCSalso acts as a sensor to inspect the Space Shuttle and/or Space Station while on-orbit. This contract extension will allow for the safe flyout of the Shuttle Program under theexisting contract to avoid disruption of the contractors highly specialized space visionand laser camera services to the ISS and SSP through March 31, 2011. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30pm CST on June30, 2010. Please reference NNJ06VA03C in any response. Such capabilities/qualificationswill be evaluated solely for the purpose of determining whether or not to conduct thisprocurement on a cometitive basis. A determination by the Government not to compete thisproposed effort on a full and open competition basis, based upon responses to this noticeis solely within the discretion of the Government. Oral communcations are not acceptablein response to this notice. All responsible sources may submit an offer which shall beconsider by the Agency. An Ombudsman has been appointed. See NASA Specific Note 'B'.
