SECTION I: STATEMENT OF WORK 1. Line Item Requirements: "System Headend providing interactive services through an Ethernet Infrastructure for 30 patient beds "Interactive Software that will allow patient input and interaction while registering specific responses for 30 patient beds "Swing Arm Touch Screen TV / Ethernet Infrastructure (30 Beds) "Installation and Implementation of Touch Screen TV units including System Registration 2. Period of Performance: "5 Years from Award Date 3. System Summary: "Provide a computing device / software solution that when connected to the patient's television transforms the TV into a full interactive resource using a touch screen, wireless keyboard, or other handheld devices, to navigate through the System to access entertainment options, communication tools and education resources. 5. Installation Method: 5.A. Vendor to provide Implementation resources to: Project management Procurement Consulting on content selection Load/Build initial content for system Train Staff on PatientLife System and Management of System Provide in-room installation training to hospital facilities / IT staff Provide documentation for installation Provide specification of the state to which VAMC shall get the in-room equipment. Replace existing TV arm and TV with new arm and touch screen (mounting wall bracket to wall not required) Register and activate system in patient rooms in blocks of not less then 10 televisions QA installation 5.B. Baltimore VAMC will: Select, provide and design content Translate any custom text into desired languages Ensure Ethernet infrastructure is available near the television location Ensure wall mounts for arm are secure for mounting new arm and television Work with vendor on developing interfaces with VISTA Provide resources to receive and stage equipment prior to installation Complete Outcomes Achievement Plan, engage patients in initiatives requiring reporting, and track outcomes 6. Functionality: "Patient Education: Include starter education package as well as access to medication education oOn-Demand: Provide On-screen menus for patients to find the information that they wish to view. oPrescribe: Provide a web based content management system, which would give caregiver's an avenue to select and prescribe educational content to patients and track their progress. oInterface: Ability to interface with the hospital's order entry system, allowing a clinician to prescribe content directly in the orders system which will result in a prescription notification on the patient's television monitor. Capability to receive orders directly from a number of systems, including a CPOE system. Information is transferred via HL7 messages. oInteractive Care Plan: Provide a mechanism for accomplishing an Interactive Care Plan for patients upon admission through discharge, whereby the patients progress, treatment and education are tracked and included into the patient record electronically. "Patient Education Library: To assist in content selection, provide a library to preview content, assess, and request license information. "Patient Surveys: The capability to build staff defined patient surveys and the ability to branch surveys based on patient response. Interactive system should have the ability to modify much of the content, including survey questions, through a web based management console. The system should create, modify and maintain surveys to collect information from patients and develop a mechanism where the information is available through electronic means within. "Non-Clinical Customer Service Requests: Through the on-screen menu, patients can request an unlimited number of service options including room temperature adjustments, housekeeping, etc. This feedback is automatically routed to the appropriate person(s) designated to respond to patient issues or concerns (alphanumeric page and/or email to an individual or multiple parties). Each notification indicates the room number or the patient that initiated the request and the specific issue or concern. "Cafeteria Menu and Meal Ordering: Offer the ability to display menus as well as place an order to be delivered. The ability to interface with existing dietary management systems resulting in the display of patient-specific menu options based on dietary orders. "Automated Workflows: Provide the ability to send a variety of coordinated, automated messages that appear on a patient's television monitor prompting patients response. Interfaces with existing hospital clinical systems. "Patient Alerts: Targeted messages triggered by time of day (scheduled) delivered to the patient's television. Examples include: movie promotion, special events, prescription fulfillment, education reminders, question of the day survey, and caregiver appreciation reminders. "Internet/Email: Provide patients and their families have access to the Internet through the television monitor. Internet content should be filtered to prevent viewing of illicit material. Patients should be able to tap into pre-defined links to popular Web-based email providers, such as Google Mail, Hotmail and Yahoo Mail, as well as other online e-mail sites by typing in the URL. The system must also have the ability to receive and send email to addresses configured within the management console to hospital personnel triggered by system events. "Games "Movies: The system must include thirty Hollywood movies, a portion of which are rotated on a quarterly basis. The ability to block access to any of the available titles should they be determined inappropriate. "Multi-Language Capability: The patient's preferred language can be selected from the Welcome page, automatically defined via ADT, or adjusted through a web based management console. "Comments/Suggestions/Staff Recognition: Ability to allow patient to provide free text comments / suggestions / compliments and automatically route through email to appropriate staff. Also provide ability to view / sort / report on comments through a web-based management console. "Web-Based Management Console: Provide an online tool for administrators and clinicians. Role-based and password protected, the site should provide real-time reporting and patient profiles to check on education compliance and other patient activity, and allow nurses and physicians off-site to prescribe education content to the patient bedside as part of the care process. "Executive Reporting: Provide a comprehensive executive dashboard through the Web-based management console. The dashboard should provide high level utilization statistics, education completion, survey results, patient comments, service requests and entertainment completion. The data must be provided in real-time with the ability to set parameters based on date ranges and specific unit(s). "Reporting: Provide reporting options through the Web-based management console. Once a report is executed, the resulting file can be stored or forwarded as appropriate. The reports should have predefined output types which take parameters for the time period and all or a set of a specific kind of content (such as movies, surveys or patient education) which usage information is desired. The reports can contain data for a selected set of units and can group by unit. "Flexibility of Feature Delivery: System must be configurable to the individual patient level. This personalization is dependent on the patient attributes available through the ADT system giving the hospital the flexibility to move patients throughout the facility without concern for whether the system is configured appropriately in the new room/bed for the patient. Based on the demographic data available through the ADT interface, the system can display personalized welcome information, admitting diagnosis education, etc. In addition, based on the age/sex of the patient, the system can display customized education or offer specific services (i.e. mammography screening). "System Maintenance: Vendor must provide phone support 24 hours/day, 7 days/week, at least quarterly preventative maintenance, and software upgrades as they are released. A toll-free call placed by anyone in the hospital facility (e.g., patient, nurse, manager, engineer) will be accommodated and triaged by support personnel. 7. Objective: "When integrated with clinical workflow changes, engaging patients through an Interactive Patient Care system can provide positive outcome improvements in the following areas: 1)Service Outcomes "HCAHPS Measures - Patient Satisfaction - Staff Responsiveness "HCAHPS Measures - Patient Satisfaction - Education 2)Operations Outcomes "Workflow - Increased Nurse rounding due to decrease in non-clinical tasks routed through nursing "Reduction in Bed Turn Around Time 3)Staff Satisfaction "Reduction in Non-Clinical Tasks being routed through nursing "Automation of existing workflow tasks including: i.Education - Safety, Smoking Cessation, and Admitting Diagnosis Interfaces (i.e. Orders/Results, Medication, Pain Assessment, etc.) can be added at any time during or post-implementation to add additional value.
