Description
Mount Weather Access Application This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. HSFEMW-10-R-0028, issued as a Request for Proposal (RFP), is being issued to solicit proposals for inspection, testing, maintenance and repair services to be performed on elevators, chair lifts and dock levelers located at the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Mount Weather Emergency Operations Center (MWEOC), 19844 Blue Ridge Mountain Road, Mt. Weather, VA 20135-2006. The solicitation document and incorporated provisions and clauses are those in effect thru Federal Acquisition Circular 2005-41, effective 05/13/2010. The NAICS codes applicable to this requirement are: 541350 and/or 811310, small business size standard $7 Million. It is anticipated that only one award will result from this solicitation. The Government anticipates the resultant award to be an Open Market purchase order, or a delivery order under a GSA Schedule Contract. If GSA Schedule pricing is being proposed, the offeror shall provide the GSA Schedule Contract number and its expiration date. If both GSA Schedule pricing and Open Market pricing are being proposed, the offeror shall designate which items are GSA Schedule pricing and which items are Open Market pricing. Please include all applicable GSA discounts in your offer. Services to be performed at the DHS, Federal Emergency Management Agency, Mount Weather Emergency Operations Center located at 19844 Blue Ridge Mountain Road, Mt. Weather, VA 20135-2006. Any Contractor and/or Sub-Contractor performing services under this award must possess a current TOP SECRET facility clearance and have TOP SECRET cleared qualified personnel available to perform the services. The period of performance will include a base and four consecutive option years, subject to the availability of fiscal year funds. The Statement of Work is provided as ATTACHMENT 1 to this combined synopsis/solicitation. A list of clauses applicable to this RFP is provided as ATTACHMENT 2. The provisions FAR 52.212-1 "Instructions to Offerors--Commercial" and FAR 52.212-4 "Contract Terms and Conditions--Commercial Items" apply to this acquisition, if the offeror is proposing open market pricing. Offerors are to include a completed copy of FAR provision 52.212-3 "Offeror Representations and Certifications--Commercial Items" with their response or provide this information via the ORCA website, http://orca.bpn.gov. SECURITY REQUIREMENTS: Reference the paragraphs titled "SECURITY REQUIREMENTS" and "ADDITIONAL SECURITY REQUIREMENTS" in ATTACHMENT 2 to the RFP. Contractor and Sub-Contractor service personnel must comply with MWEOC security requirements. Some of the elevator devices covered under this contract are located in areas which require a TOP SECRET security clearance to access; thus Contractor or Sub-Contractor service personnel must hold a valid adjudicated TOP SECRET clearance. All proposals must provide the following information which will be submitted to FEMA's Industrial Security Office for verification of TOP SECRET facility clearance: Company name; Company address; DUNS number; CAGE code; Point of Contact Information (name/phone/email); and whether or not you intend to utilize Sub-Contractors to provide these services (if Sub-Contractors will provide these services, please submit the same information listed above for each Sub-Contractor). EVALUATION INFORMATION: The Government will make award to the responsible/responsive offeror whose offer will be most advantageous to the Government, price and other factors considered. The Contractor's proposal shall address the following: TECHNICAL EXPERIENCE - the Contractor and/or Sub-Contractor must address their experience performing the technical aspects of inspecting, testing, maintaining and repairing elevator devices similar to those listed in the Statement of Work. The Contractor and/or Sub-Contractor must also demonstrate an understanding of the work to be accomplished. PERSONNEL QUALIFICATIONS - the Contractor and/or Sub-Contractor must show evidence that their service technicians have adequate experience and proper training for inspecting, testing, maintaining and repairing elevator devices. This training should include general elevator device training by technical schools or through approved apprenticeship programs and specialized training for the specific types of equipment included in this contract. In addition, the Contractor and/or Sub-Contractor must provide clear and convincing evidence that their service technicians, as well as any Sub-Contractor service technicians, possess a valid TOP SECRET facility clearance and have sufficient TOP SECRET cleared personnel to perform the work efforts at the time of proposal submission. SPARE PARTS INVENTORY - the Contractor and/or Sub-Contractor shall maintain access to a replacement parts inventory to allow repair of malfunctioning equipment and systems within a reasonable timeframe. STAFFING AND MANAGEMENT PLAN - the Contractor and/or Sub-Contractor must show evidence of an adequate staffing and management plan, which will allow efficient accomplishment of the requirements of the contract. These factors, when combined, are of equal importance to cost. The pricing proposal shall contain costs for the base year, as well as Option Years One through Four, and should be submitted by completing ATTACHMENT 3. A written notice of award or acceptance of proposal, emailed or otherwise furnished to the successful offeror shall result in a binding contract without further action by either party. Offerors are reminded that award can only be made to a Contractor who is registered in the Central Contractor Registration (CCR) database. Amendments to this RFP will be published in the same manner as the initial synopsis/solicitation. Questions regarding this RFP are to be submitted via email, in MS Word format to Phyllis.Woodward@dhs.gov by 12:00 PM EDT on 06-15-2010. The Contractor shall submit an electronic proposal via email to Phyllis.Woodward@dhs.gov no later than 4:00 PM EDT on 07-02-2010. The subject line of emails pertaining to this solicitation shall clearly reference RFP # HSFEMW-10-R-0028. Total size of emails shall not exceed 8MB due to DHS email restrictions. Hand deliveries will not be accepted under any circumstances due to security concerns. AMENDMENT # A00001 TO DHS, FEMA RFP # HSFEMW-10-R-0028 MWEOC Elevator Device Inspection, Testing, Maintenance and Repair Request for Proposal (RFP) No. HSFEMW-10-R-0028 is being amended to provide information for a pre-proposal site visit which will allow prospective offerors a chance to walk-through some of the areas where services are to be performed under the resulting contract. This RFP is also being amended to extend the due date for proposals in response to this RFP. A pre-proposal site visit is scheduled for 1:00 PM EDT on Monday, 06-28-2010 at the DHS, FEMA, Mt. Weather Emergency Operations Center (MWEOC) Visitor Center (Bldg. 911), located at 19844 Blue Ridge Mountain Road, Mt. Weather, VA 20135-2006. A maximum of five people (at least one person must be from the Prime Contractor), will be allowed to attend the site visit. ALL PARTICIPANTS OF THE SITE VISIT MUST COMPLETE A TYPED MOUNT WEATHER ACCESS APPLICATION PROVIDED AS AN ATTACHMENT TO THIS AMENDMENT # A00001. Handwritten forms will not be accepted. Mount Weather Access Applications should be submitted as a password protected PDF file and emailed to Phyllis.Woodward@dhs.gov by 12:00 PM EDT on 06-22-2010. The password for the PDF file must be sent as a separate email to the same address. Directions to MWEOC may be obtained by contacting Phyllis Woodward via email or by calling 540-542-5281. No oral statement made by a Government representative during the pre-proposal site visit will be deemed to have the effect of adding to, modifying, or otherwise varying from the written provisions of this RFP (including, but not limited to specifications, drawings, and written amendments to the solicitation). In the event the discussion or questions raised during the pre-proposal site visit indicate a need to modify the RFP, an amendment to the solicitation will be issued and posted to FEDBIZOPPS.
