Description
Draft Statement of Work for the Demonstration Project. Draft Specifications for the MACC. Work consists of providing all design, labor, equipment, material, manufactured articles, labor, transportation, supervision, and all else necessary to accomplish the design and/or repair/construction requirements competed under the Nellis Multiple Award Construction Contract (MACC). This will be a multiple award, firm-fixed price, indefinite delivery, indefinite quantity (IDIQ) contract for design and construction efforts. Task orders issued may include, but is not limited to: maintenance, repair, alteration, mechanical, electrical, heating/air conditioning, demolition, painting, asbestos remediation, paving and earthenwork for industrial/office buildings and/or infrastructure. Period of Performance and Magnitude: The maximum programmed amount (price of all task orders issued to MACC Awardees) is $90 Million. The period of performance is for a 12-month base period and four 12-month option periods. Individual task orders are estimated to be between $450,000 and $5,000,000 and will vary in size and complexity. All work shall be in strict compliance with the specifications of the contract and specifications and drawings for each task order. This is a Competitive 8(a) Procurement limited to qualified/eligible 8(a) firms in the Small Business Administration Region 8 and 9 Sector. The applicable North American Industry Classification System (NAICS) code for this acquisition is Sector 23 (Construction) with a small business size standard of $33.5 Million. The government intends to award up to five (5) contracts under this program. The successful offerors will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value to the Government after determining the technical acceptability of offers. It is anticipated the solicitation will be issued electronically on or about 6 July 2010, on the Federal Business Opportunities (FBO) web page. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. It is anticipated that the following viewers will be needed to view the solicitation: Microsoft Word (.doc), Adobe Acrobat Reader (.pdf), and WinZip (.zip or.exe.). The government intends to hold a site visit for the proposal demonstration project on or about 15 July 2010. The exact date of the site visit will be identified in the solicitation. Anyone interested in attending the site visit must email your full name, social security number, and date of birth to Kerianne.Noel@nellis.af.mil and Maya.Hemingway@nellis.af.mil in order to be placed on the Entry Authorization Listing. The last day to request access will be 13 July 2010. A draft copy of the demonstration project and MACC Statement of Work has been attached for your reference. The final copy to include any supporting documentation will be issued with the solicitation. Note: Any prospective contractor must be registered in the Central Contractor Registration (CCR) database in order to be eligible for award. Registration requires applicants to have a DUNS number from Dun and Bradstreet. Registration may take up to three weeks to process. Recommend registering immediately in order to be eligible for timely award. Effective 01 Jan, 2005, the Federal Acquisition Regulation (FAR) requires the use of Online Representations and Certifications Application (ORCA) in Federal solicitations as part of the proposal submission process.
