Description
On behalf of the Department of the Interior, Bureau of Indian Education (BIE), Dennehostso Boarding School, the Department of Interior, Bureau of Indian Affairs (BIA) plans to award a sole source simplified acquisition to Byrne & Associates located at 20801 W 94th Terrace Lenexa, KS 66220-3699. Dennehotso Boarding School (DBS) is a restructuring school in the System of Support program and BIE Reads! As such, the school is focused on improving student achievement in reading. An external technical assistance provider, with a proven program in increasing student's achievement in reading, is needed to guide the improvement process and support the effective implementation of the K-8 reading core and intervention programs as outlined in the BIE Reads! and Systems of Support initiatives. The period of performance shall be July 10, 2010 through June 30, 2011. The objective of this requirement is to provide external technical assistance for the DBS reading program grades K-8 as required by the BIE's System of Support/BIE Reads! The Contractor shall provide 20 days of on-site visits (most visits shall be 2 days in length); assist the school with the implementation of the three tier reading model; increase teaching staff skills for implementation of scientifically based reading instruction in the three tier reading model; increase reading coach and principal's knowledge of the three tier reading model; support school leadership in managing and processes required to increase Arizona's Instrument to Measure Standards (AIMS) scores; conduct classroom visits and debriefing with teachers, reading coach, and principal; coach teachers in reading instruction; coach the reading coach and principal in research based best practices for instruction and leadership; provide strategies for instruction for annual reading growth and catch up growth; provide data analysis for Dynamic Indicators of Basic Early Literacy Skills (DIBELS), Northwest Evaluation Association (NWEA), AIMS, SAT 10, Corrective Reading, Houghton Mifflin, and McDougal Littlell assessment scores; collaboratively plan with reading coach and principal reading program goals, professional development, and calendars/schedules; and provide reports including follow-up tasks, compliance with SOS/BIE Reads! requirements, recommendations for professional development, and identification of staff meeting proficient levels of instruction in the three tier reading model. Byrne & Associates worked with DBS during the 2009-10 school year. Extensive knowledge and experience with the school, students, staff, and data has been developed. Specifically, Byrne & Associates has analyzed DBS reading data for AIMS, DIBELS, NWEA and Corrective Reading identifying gain and loss in reading for individual students and for the school as a whole. Byrne & Associates has developed strong rapport with DBS teachers and education technicians, reading coach, principal, and students. Byrne & Associates knows what professional development has been completed, what is scheduled for the 2010-11 school year, and exactly what professional development the teachers, education technicians, reading coach, and principal require to effectively improve the reading program. The knowledge that Byrne & Associates has developed will be the base that the school builds upon for the 2010-11 school year. To use any other Contractor would set the school back by one year because the new Contractor would have to spend the year developing the knowledge of the school that exists with Byrne & Associates. As a result, this would cost the Government extra money to have to new Contractor gain this knowledge base. Interested concerns capable of providing compatible services to the ones identified in this synopsis may submit a capability statement outlining their interest and capabilities to Cathleen.Fraser@bia.gov. No solicitation is available. Information received will be evaluated for the purpose of determining whether to conduct a competitive procurement. Following evaluation of capability statements, a determination by the Government not to compete this requirement is solely within the discretion of the Government. If no responses are received within 10 calendar days from the date of this synopsis, the Contracting Officer shall proceed with award to Byrne & Associates.
