Description
The Department of Veterans Affairs, Office of Acquisition and Logistics, Contracting Office, Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, NJ 07724 intends to enter into a contract on a basis of other than full and open competition for the Office of Information and Technology (OI&T). The TAC intends to award a sole source Firm Fixed priced (FFP) contract to SPARC, LLC., 3950 Farber Place Drive, North Charleston, South Carolina 29405, a Service Disabled Veteran Owned Small Business, to provide engineer, test, and validation support for model IT-enabled analytic methodological capacity. The analytic capacity is for sustaining continuous improvements in energy management among IT assets and infrastructure. The scope is limited to the engineering of a Model Performance Architecture (MPA). The MPA will be based on an estimated set of alternative performance causal pathways and workflow interactions. Estimates will be based on classifying, analyzing, translating, and monitoring relevant expert data. The MPA will follow the Performance Architectural Science Systems (PASS) framework to ensure that it can be verified and validated as a Segment Performance Architecture and a candidate for integration into a future Organizational Performance Architecture. Place of performance shall be at the contractor's facility. The anticipated ceiling of the proposed firm fixed price acquisition is $246,800.00, for a period of performance of one six (6) month base period. Estimated date of award for this action is July 30, 2010. This effort shall be awarded under the Veterans First Contracting Program. The statutory authority permitting other than full and open competition is 41 U.S.C.253(c)(1)(or 10 USC 2304(c) (1)) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-5 entitled, "Authorized or required by statute," pursuant to the authority of Public Law 109-461, codified at 38 U.S.C. 8127. The North American Industrial Classification (NAICS) for this effort is 541519. This notification shall close on June 23, 2010.
