Description
STATEMENT OF WORKThe National Park Service is conducting a MARKET SURVEY to determine the interest and capability of businesses for an upcoming project. ALL THE COSTS ASSOCIATED WITH PROVIDING INFORMATION AS REQUESTED BY THIS NOTICE SHALL BE THE RESPONSIBILITY OF THE FIRM. Any information submitted is voluntary. This is NOT an invitation for bid (IFB) or request for proposal (RFP) and does not constitute any commitment by the Government to issue any solicitation. All interested firms must respond to future solicitation announcements separeately from responses to this market survey. Any solicitation that may be issued will be posted on the Federal Business Opportunities websie (www.fbo.gov). Project Description: Develop a cave rescue pre-plan for Jewel Cave National Monument and Wind Cave National Park. The contractors being considered must be experts in all aspects of cave rescue and in cave rescue pre-planning. This contract will begin on or around October 15, 2010. The field work phase of the work will be completed by May 31, 2011. The contract will be completed by October 30, 2011. This project will require extensive field work within Jewel Cave and Wind Cave. It is expected the field workwill take the equivalent of 15 full time work days for 2 personnel. Typically, the contractors will work 8 to 16hours each day in the field and will be accompanied by two park employees. This involves traveling along keytravel routes within each cave methodically identifying obstacles that would hinder extrication of persons injured in the cave. These locations will be recorded on a cave map. Additionally, the contractors photograph and describe the nature of the obstacle in field notes, and make observations on how to overcome the obstacle with minimal damage to resources. Between caving trips they will work several hours, reviewing the field notes anddeveloping recommendations. The field data collected will be stored so that it can be compiled to produce the required maps listed below andnarratives listed below. The contractor will deliver the following to Jewel Cave National Monument and Wind Cave National Park by October 30, 2011:1) Two operations manuals would be produced, one for Jewel Cave, and one for Wind Cave.2) A searchable database detailing the required techniques and equipment for each obstacle, including theprecise location (cave survey station) of the site.3) Hands-on training of park staff (during the field work phase) of how to develop cave rescue pre-plansfor other off-trail routes within Jewel Cave and Wind Cave.
